Overview
This is the third of six levels in the accounting series. Incumbents perform professional accounting tasks requiring comprehensive knowledge of GAAP and governmental accounting standards. Responsibilities may include preparing and/or reviewing formal financial and statistical statements and reports; interpreting and researching GAAP and GASB accounting standards; implementing changes to accounting methods to ensure consistency with organizational policies and procedures; preparing for and coordinating audits;
forecasting, preparing, updating, and monitoring department budgets; forecasting revenues and expenditures; and performing the duties of the lower levels. Incumbents supervise lower-level accounting and/or accounting support staff.

Responsibilities- Supervises staff to include prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.
- Reconciles major general revenue accounts to produce financial and supporting schedules for the Annual Comprehensive Financial Report. Additionally, ensures that direct reports' accounts are reconciled accurately and timely for the external audit.
- Manages the activities of the accounting function, which includes coordinating, administering, updating, and evaluating processes, procedures, systems, and standards; and ensures compliance with Federal, State, and local laws, regulations, codes, and/or standards.
- Reviews internal financial reports, worksheets, general ledger entries, and other documents created by subordinates; identifies, researches, and directs the resolution of issues; ensures deadlines are met; and responds to questions from senior management.
- Prepares budgets for assigned departments; reviews and approves budgets prepared by staff.
- Prepares a variety of management fiscal and organizational reports; including documentation for the Annual Comprehensive Financial reports; compiles, organizes and analyzes financial and statistical data.
- Collaborates with IT personnel to troubleshoot and resolve problems associated with software, systems and processes related to finance and revenue activities.
- Participates in various meetings, committees, or other related groups to receive/convey information.
- Performs other duties of a similar nature or level.
MINIMUM EDUCATION AND TRAINING AND EXPERIENCE
Education and Experience
- Bachelor's degree in accounting, finance, or a related field.
- Five (5) years of accounting experience.
- An equivalent combination of education and experience sufficient to perform the job's essential duties.
License and Certifications
- Certified Municipal Financial Officer (CMFO), Certified Government Financial Officer (CGFO) preferred.
