General Statement of Duties
Employee supports the Sewer Department in the management of Wastewater Treatment functions. Employee directs and supervises the efforts of technical plant personnel and other staff associated with maintaining equipment and functions of Wastewater Treatment facilities; participates as a senior staff member for the department, and provides responsible assistance to department management staff.
Performs related duties as required.
Minimum Qualifications (KSAs)- Knowledge Of:

- Principles and practices of budget analysis, budget preparation and sound fiscal management.
- Principles and practices of federal program guidelines and related compliance issues.
- Principles and practices of relevant city and state governing bodies.
- Effective techniques for employee supervision and motivation.
- Union contracts and related employee organizations.
- Skill To:
- Operate appropriate machinery and equipment.
- Operate assigned vehicle in course of duty.
- Ability To:
- Implement and maintain positive employee relations.
- Promote and maintain highest integrity throughout all personnel.

- Communicate clearly and concisely, both orally and in writing.
- Assists in the direction, coordination and review of the work plan for assigned wastewater treatment plant services and activities; assigns work activities and projects; monitors work flow and time schedules; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.
- Monitors and analyzes budgets and expenditures within assigned areas of responsibility; prepares regular budgets as assigned.
- Participates in the development and implementation of goals, objectives, policies and priorities; recommends and implements resulting policies and procedures.
- Identifies opportunities for improving wastewater treatment services; reviews with appropriate management staff; implements improvements.
- Prepares reports for management staff as assigned.
- Answers requests for information from contractors, local organizations, and the general public.
- Evaluates employee performance; gives written evaluations; oversees other personnel matters, including training, employee grievances, time sheets, leave requests, disciplinary measures, etc.
- Develops monthly reports to be delivered to the State of Ohio.
- Administers the wastewater treatment plant.
- Assists those contacted in the course of duty in an effective, efficient, and professional manner.
- Writes purchase orders and requisitions for equipment and supplies.
- Each applicant must have three years of experience as a Plant Operator 2 with the City of Cincinnati in the Metropolitan Sewer District and possess an Ohio Class III Wastewater Treatment Operator license or higher.
- Each applicant must have four years of plant experience as an Ohio EPA Class III Wastewater Treatment Operator or higher in an Ohio Class III Facility or higher, or an equivalent out-of-state EPA/DEP certification and experience, and have one year or more of supervisory experience in a wastewater treatment facility.
- Must have a valid Driver's License.
- Must acquire (within probationary period), possess and maintain an Ohio Class III Wastewater Treatment Operator license or higher issued by the State of Ohio Environmental Protection Agency.
- Must be an excellent communicator, leader and team builder.
- Military education and experience may be substituted for college level coursework at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education…
