The Cincinnati Center City Development Corporation (3
CDC) is a 501(c)(3), tax-exempt, private, non-profit corporation. The organization’s mission and strategic focus is to strengthen the core assets of downtown by revitalizing and connecting the Central Business District and Over-the-Rhine (OTR). 3
CDC works in close collaboration with the Cincinnati corporate community and City of Cincinnati to carry out its mission. With an annual operating budget of $20 million, the organization has a team of approximately 170 full-time staff and 180 part-time staff engaged in real estate development, real estate management, civic space management and programming and business district management.
Real Estate Development – To date, 3
CDC has played a direct role in nearly $1.7 billion in development projects in downtown Cincinnati and the adjacent neighborhood of Over-the-Rhine. In completing over 100 development projects, 3
CDC has reimagined key civic spaces, added market-rate and affordable housing to the urban core and created density through mixed-use residential and office projects that support local small businesses.
Real Estate Management – 3
CDC leases and manages over 660,000 square feet of commercial space and over 5,100 parking spaces with annual operating revenues exceeding $32 million.
Civic Space Management and Programming – 3
CDC manages and programs six civic spaces – Fountain Square, Washington Park, Ziegler Park, Memorial Hall, Court Street Plaza and Imagination Alley. 3
CDC hosts nearly 1,600 free family-friendly events each year at these spaces.
Business District Management – The organization manages two special improvement districts – the Downtown Cincinnati Improvement District and Over-the-Rhine South Special Improvement District – providing clean and safe services, homeless outreach, beautification efforts and marketing support to both districts.
Job Summary
The Human Resources Director, Benefits & Compliance will lead the strategy, administration, and governance of the organization’s employee benefits programs and ensure end-to-end compliance with applicable employment and benefits laws. This role is responsible for designing competitive, equitable, and sustainable benefits that support the organization’s mission, workforce wellbeing, and fiscal stewardship, while overseeing compliance frameworks across HR operations. The ideal candidate is a hands‑on, strategic leader with deep expertise in health and welfare plans, retirement plans, leaves of absence, and regulatory compliance.
They thrive in a collaborative nonprofit environment, partnering with HR, Legal, Finance, and Operations to deliver a high-quality employee experience.
Duties and Responsibilities
Benefits Strategy & Design
- Develop and execute a multi-year benefits strategy aligned with organizational values and budget parameters.
- Analyze utilization data, market trends, and employee feedback to evolve plan design and improve outcomes.
- Lead annual plan renewals and open enrollment, including vendor negotiations, rate and funding strategies, and communication planning.
- Evaluate and implement new programs (e.g., mental health, caregiver support, fertility care, financial wellness, and retirement planning) to meet diverse employee needs.
Administration & Vendor Management
- Oversee day-to-day administration of medical, dental, vision, life/AD&D, disability, EAP, voluntary benefits, flexible spending accounts (FSA/HSA), and retirement plans (403(b)).
- Manage relationships and performance of brokers/consultants, TPAs, carriers, PBMs, retirement recordkeepers, and benefits administration platforms.
- Implement and optimize HRIS/benefits systems, file feeds, and process controls to ensure data integrity and operational excellence.
- Develop and maintain SOPs, SLAs, and controls across benefits processes; own issue resolution and escalations.
Compliance & Governance
- Serve as the internal subject matter expert on benefits and HR compliance.
- Ensure compliance with ERISA, ACA, COBRA, HIPAA, IRC 125, 6055/6056, MHPAEA, FMLA (and state/local leave), USERRA, GINA, and applicable state insurance and wage/hour laws.
