Summary of
Job Duties:
* Organizes, coordinates and directs agency environmental programs in assigned geographic area; evaluates procedures to ensure compliance with department quality assurance and federal, state and local codes and regulations; (e.g., NESHAP, asbestos, new source review, facility inspections); develops strategic direction, goals, plans and policies for specialized regulatory programs.
* Supervises assigned personnel in the performance of their job duties and responsibilities; (e.g., assigns tasks, evaluates performance, reviews work including calculations, applications of air quality rules and regulations, interviews job applicants and recommends hire, trains new employees, recommends discipline, determines employee work schedule, etc.); counsels and directs employees regarding proper agency policies and procedures (e.g., surveillance, enforcement).
* Reviews and evaluates source permit applications (e.g., operation, installation, renewal, variances, etc.) in coordination with other regulatory agencies, codes and regulations; conducts and assists in conducting facility inspections, visible emission readings and calculations, complaint investigations, etc.; performs other field work as required (e.g., post inspections, permits reviews, complaints, etc.) to identify existing and/or potential source problems; formulates corrective actions.
* Performs independent research and prepares long-term projections (e.g., air quality trends, etc.); makes recommendations concerning commitment of department resources; researches literature for legislative revisions; participates in the development and modification of agency policies and procedures.
* Participates in special projects as assigned; promotes public awareness and performs educational functions for the general public; responds to media inquiries; serves as liaison between agency and general public, federal, state and local government officials, industrial managers and other regulatory agencies.
* Prepares detailed reports and documentation as required (e.g., enforcement action referrals, non- complying facilities, inspection reports, etc.).
* Represent the agency at Public Hearings and deliver presentations to agency stakeholder groups
* Performs special assignments as directed.
Qualifications
* Bachelor's Degree in Environmental Engineering or Science which includes Engineering Technology, Physical Chemistry, Biological Sciences, and advanced mathematics or related field
* 5 years experience in the air quality field and/or
* and/or equivalent combinations of education and experience which indicates a thorough knowledge of the Code of Federal Regulations, Ohio Administrative Code, Ohio Revised Code, complex manufacturing and production operations, inspection techniques, and advanced knowledge of management concepts
* Ability to interpret technical and/or legal data
* Valid Driver's License issued by the state of residency
