Position: FINANCE MANAGER (RETIREMENT) (UNCLASSIFIED)

Job Overview

This employee directs, manages, supervises, and coordinates assigned activities and operations within the Retirement Department. Employee coordinates assigned activities with other divisions, departments and outside agencies and provides highly responsible and complex administrative support to the Retirement Director. Performs related duties as required. The Finance Manager oversees the financial and investment related activities of the Cincinnati Retirement System.

Minimum Qualifications (KSAs)
  • Knowledge Of:
    Pertinent sections of the Cincinnati Municipal Code and City Charter, as well as the Ohio Revised Code.
  • Generally accepted accounting principles for municipal governments.
  • Advanced principles and practices of finance and general accounting, budget preparation and administration, and finance.
  • Financial markets and investment principles.
  • City and departmental human resources policies and procedures;
    Civil Service rules; union contracts.
  • Principles of supervision, training, and performance evaluation.
  • Pertinent federal, state, and local laws, codes, and regulations.
Skill To
  • Operate appropriate computer equipment; use properly all related hardware and software, including Excel and cost accounting systems.
  • Operate assigned vehicle in the course of duty.

Examples Of Work Performed
  • Assumes management responsibility for assigned services and activities within the Retirement Department; plans, directs, coordinates, and reviews the work plan for staff in the assigned division; assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.
  • Manages all administrative activities regarding investment manager contracts and addendums, including finalizing contracts with the assistance of legal counsel and monitoring investment manager fees and incentive fee arrangements.
  • Monitors Cincinnati Retirement System’s securities lending program.
  • Manages & monitors the cash flow and future cash needs at both the department and custodial level.
  • Responds to Project Requests from Cincinnati Retirement System’s Director and Board.
  • Coordinates preparation of Retirement Department's information for the City's Comprehensive Annual Financial Report, specifically GASB No. 67 and No. 68, and No. 74 and No. 75.
  • Assists Retirement Director in preparation and evaluation of RFPs for various professional services, including investment consulting and custodial banking.
  • Manages the department's financial controls and responds to auditors.
  • Selects, trains, motivates, and evaluates personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements City and departmental human resources policies and procedures.
  • Serves as the liaison for the assigned division (treasury, accounts and audits, taxation, etc.) with other divisions, departments, and outside agencies; negotiates and resolves sensitive and controversial issues.
