General Statement of Duties
This employee supervises, assigns, reviews, and participates in the work of staff responsible for professional and technical engineering operations. The employee ensures work quality and adherence to established policies and procedures and performs more technical and complex tasks relative to the assigned area of responsibility. Related work is performed as required.
Specific Statement of DutiesThis position will be assigned to the Structures Section of the Department of Transportation and Engineering and will primarily be responsible for providing design, management, and leadership for the Wall Stabilization & Landslide Correction program and the Hillside Stairway Rehabilitation program.

Knowledge Of- Modern complex principles and practices of engineering as related to the assigned area of responsibility.
- Design techniques, tools, and principals involved in the production of and use of precision technical plans, blueprints, drawings, and models.
- Surveying and collecting field data. Water resources, modeling, and hydrology.
- Construction specifications, principles, practices, and materials used. Engineering systems, machinery, and processes.
- Budget preparation, management, and procurement processes. Management, supervision, training, and performance evaluation.
- Pertinent federal, state, and local laws, codes, and regulations. Industry safety standards.
- City human resources policies and procedures and union contracts.
- Code of Ethics for Professional Engineers and Surveyors.
- Principles and processes for providing customer and personal services including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
- Operate appropriate computer equipment; use all related hardware and Microsoft Office Suite, project management software, ArcGIS, AutoCAD with Civil 3D, and analytic or scientific software.
- Operate a motor vehicle in the course of duty.
- Plan future engineering programs and manage all phases of multiple projects.
- Check construction plans, design calculations, or cost estimations to ensure completeness, accuracy, and conformity to engineering standards or practices.
- Monitor/assess performance of self, other individuals, or organizations to make improvements or take corrective action.
- Identify measures or indicators of system performance and the actions needed to improve or correct performance, relative to system goals.
- Analyze and interpret field data, create models, analyze trends, and perform various data analysis techniques.
- Bring others together to reconcile differences, such as employees, contractors, utility companies, and other departments.
- Manage one's own time and the time of others.
- Understand others' reactions, persuade others to change their minds or behavior, and manage EEO/AA programs.
- Prepare and manage assigned budgets for projects and programs. Communicate clearly and concisely.
- Provide formal supervision for staff responsible for professional and technical engineering operations.
- Direct, coordinate, and review the work plan for assigned engineering services and activities.
- Review vacant positions and applications and conduct/participate in interviews for the division.
- Review and sign division timesheets, F25’s, OT approval and other admin forms.
- Perform PIP/Corrective action for issues with staff. Perform annual and special performance evaluations for staff.
- Ensure that employees follow safe work practices and have safe working conditions; implement principles of the Employee Safety Instruction Manual.
- Ensure quality of work and adherence to established policies and procedures. Provide technical expertise for engineering programs or activities.
- Identify needs for training, provide or coordinate training to employees as needed.
