Position: Program (Contract) Administrator

Scope of Job

The position is responsible for developing, preparing, and administering contracts, bids, and proposals that meet specifications and comply with all policies and regulations. Supports or participates in contract negotiations with suppliers, partners, or customers. Reviews contract terms to identify any potential risk or compliance issues. Examines supporting materials and agreement documents related to bids or contracts and provides guidance. Acts as liaison between the organization and subcontractors to implement the contracts.

Maintains contract records used to ensure compliance with reporting and regulatory requirements. Work is generally independent and collaborative in nature. Contributes to moderately complex aspects of a project.

Essential Job Functions And Responsibilities
  • Responsible for reviewing and recommending government bid opportunities. Monitors Federal Biz Opportunities, DOD, and DLA websites.
  • Responsible for the request, receipt of and dissemination of solicitations at BNA, and the coordination and timely submission of bids and follow up correspondence.
  • Assist in preparation of solicitations, including working with other departments to determine bid.
  • Coordinates communications between Wornick and Government, including:
    • Communicating with military bases regarding customer service issues and future forecasting of UGR-A ration
    • Submitting substitution, rework, and waiver requests, and speaking with Government personnel about status and disposition
  • Inputs orders and monitors and reports actual contract performance vs. contract requirements/schedule. Provides reports to both internal (business development) and external (DLA) customers.
  • Responsible for coordination of payment issues with DLA, DCMA, DFAS, and Natick. Assists and supports in tracking of invoices through the payment process to assure prompt payment.
  • Works with supply chain to ensure timely shipment of all military lines of business, including working collaboratively to ensure forecasting, purchase planning and sales are managed efficiently.
  • Responsible for the submission and maintenance of the System for Award Management (SAM) and CPARS database.
  • Ensures BNA is complying with all contractual requirements of each Government contract.
  • Coordinating and administering contract changes and modifications.
  • Coordinating disputes, appeals, and claims against the government.
  • Finalization of contract modifications, change-orders, line extensions, and termination when necessary.
  • Calculating and submitting price proposals for non-contract UGR-A bases, as well as submitting weekly pricing and verifying correctness of pricing for UGR-A contract bases.
  • Responsible for reporting status of GFM during contract performance and negotiating reconciliation at end of contract. Interfaces with Inventory, Receiving and suppliers to resolve GFM issues.
  • Responsible for contract closings, both end of year and final contract closings
  • Managing product/contract specification changes, bill of Material Changes, delivery Order requirements/changes.
  • Work with cross-functional teams to ensure that product requirements are properly communicated.
  • Responsible for communicating in a timely way a summary of outstanding issues to the government.
  • Work with the Business Development Manager-Military, and cross-functional teams to develop action items needed to comply with product and customer requirements. Assist in project management of new product requirements.
  • Provides support in the identification of new business opportunities, product enhancements and line extensions.
  • Collaborate with production and supporting departments to ensure the food safety and quality of our products.
  • Perform other duties as assigned.
Education

Bachelor’s degree required.

Experience

4-7 years’ experience of relevant experience in food related industry. Knowledge of FAR, DFAR, and other government acquisition regulations preferred.
