The Assistant Community Manager is responsible for overseeing, under the supervision of the Community Manager, the everyday operations and financial functions of the housing community. You will play a vital role in delinquency and rent collection to optimize the property's cash flow and financial position. You will manage all phases of operations, including personnel, leasing, maintenance, financial, administration, and risk management in the absence of the Community Manager.
As an on-site leader, you will supervise all aspects of the property and staff to ensure compliance with company policies and procedures, safety and fair housing guidelines, and liability concerns.
As a leading affordable housing management company, we prefer the following experience in addition to the Essential Duties and Responsibilities for our affordable assets:
- Minimum of 1 year experience with affordable housing programs, including but not limited to: LIHTC, HUD (Project Based Section 8, Section 236, PRAC, 811 PRA, USDA - Rural Development (515), HCD, HOME Funds and Bonds)
- Affordable Housing Accreditation (HCCP, HCP-E, COS, BOS, TCS, CPO) or other applicable designations in affordable programs are preferred but not required.
Financial Management
- Post all payments and income received from all applicants, current residents, and non-current residents accurately and timely.
- Process and reconcile daily all accounts receivable.
- Monitor and follow up on bad debt, including preparation of late notices, resident and guarantor contact, and filing evictions.
- Assist the property in meeting budgeted revenues, expenses, and Net Operating Income.
- Post charges to resident and non-current resident accounts; include bill back of utilities where applicable.
- Perform end-of-month closing procedures and reporting.
- Maintain accurate and organized records; audit resident files for accuracy.
- Walk units and post move-out charges, statements, and security deposit refunds.
Personnel Management
- Regular/daily on-site attendance is required.
- Screen, hire, train, coach, and develop on-site staff using consistent techniques and company directives.
- Ensure staff effectiveness through ongoing training, coaching, counseling, and guidance in compliance with Asset training benchmarks.
- Promote harmony and quality job performance of staff through support and effective leadership.
- Ensure staff compliance with Company policies and procedures.
- Strategic Leasing Management: ensure leasing techniques are effective, closure and follow-up procedures are met, leases signed and documented, and reporting systems are accurate and up to date.
- Implement marketing strategies and systems per the annual marketing plan.
- Address resident complaints, concerns, and requests to ensure satisfaction.
- Develop and implement resident retention programs (e.g., resident events, promotions, newsletters).
- Show, lease, and move in prospective residents.
Administrative Management
- Maintain excellent customer service and monitor service request turnaround and maintenance responsiveness.
- Maintain property appearance and ensure timely repairs, with regular property inspections and tours.
- Assist with supervision of all business functions related to operations.
- Plan for and utilize property resources, equipment, and supplies economically, including obtaining bids from vendors and dealing with inadequate service.
