Position: Information Technology Project Manager (2 Year Limited Term)

The inland empire utilities agency (ieua) is seeking a skilled and motivated information technology project manager to join our dynamic information technology team. In this key role, you will oversee a variety of it and capital projects across all phases from strategic planning and design to implementation and evaluation.

You’ll coordinate project portfolios, manage change initiatives, define success metrics, and ensure quality assurance standards are achieved. Your leadership will help align technology initiatives with the agency’s strategic and operational goals, ensuring projects are delivered on time, within budget, and to the highest standard. The ideal candidate is proactive, analytical, and detail-oriented, someone who thrives on managing multiple priorities, fostering collaboration, and translating technical objectives into measurable results.

qualifications

graduation from an accredited four-year college or university with a bachelor’s degree in computer science, information technology, project management, or a closely related field, along with a minimum of five (5) years of professional experience in it program or project management, including at least one (1) year of experience in a leadership role overseeing project and portfolios. A combination of relevant education, certifications, and demonstrated leadership experience may be considered in lieu of experience.

a valid california class c driver's license and the ability to maintain insurability under the agency's vehicle insurance program.

possession of the following project management certifications is highly desirable:

project management professional (pmp)

certified scrummaster (csm)

skills and abilities
  • ability to plan, organize, and manage multiple it and capital projects through all phases — from concept to completion — ensuring alignment with strategic goals, timelines, and budgets.
  • skill in analyzing complex technical and organizational challenges, developing effective project plans and solutions, and making data-driven recommendations that support agency objectives.
  • ability to build and maintain strong working relationships with cross‑functional teams, consultants, and stakeholders, while communicating clearly and effectively both verbally and in writing.
  • skill in implementing structured change management practices, establishing success metrics, and ensuring quality assurance standards and compliance with policies and regulations.

the inland empire utilities agency is a regional wastewater treatment agency and wholesale distributor of imported water to approximately 950,000 people across 242-square miles in western san bernardino county.
