Position Overview /Duties

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service. Serves as a senior construction representative for monitoring and construction management of one or more of the following types of projects: construction/relocation/repair of roads, dikes, flood walls, spillways, tunnels, breakwaters, utilities barracks, runways, technical buildings, and the like;

dredging operations; and Defense Environmental Restoration Program (DERP) projects, and various facilities at Corps projects including bridges and visitors centers.­ As assigned, may assist senior project engineers with construction management of major projects, e.g., portions of major Superfund or other large and complex construction projects. Construction activities managed and monitored are diversified, involving many and varied technical problems and contract complexities.

Inspection work requires a good working knowledge of technical areas and trades such as electrical, mechanical and air conditioning work, plumbing, reinforcing steel and framework for concrete placement, structural steel, welding, carpentry, utilities and grading for drainage and general site work, and dredging. Uses COE IT capabilities to perform all tasks commensurate with grade.

Minimum Experience Requirement

One year of specialized experience which includes monitoring a variety of construction projects and duties involving responsibility over quality assurance, safety enforcement, and contract documentation of assigned projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

  • This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A Superfund site provides a potential health hazard due to the presence of site-specific hazardous chemicals, compounds and toxins. Protective equipment and clothing must be worn at specified locations and exposure level readings. Hazard pay is authorized in such circumstances.
  • This position may require the following:
  • Completion of a 40-hour HTRW training course.
  • Annual completion of the B-hour HTRW refresher course.
  • Enrollment in an HTRW medical surveillance program.
