Summary
The purpose of this position is to operate patient transport vehicles—such as emergency vehicles, patient transport vans, buses, and other transport vehicles capable of carrying 8 or more passengers—to and from VA Medical Center facilities, private healthcare facilities, and other private sector areas such as patient homes, railways, bus stations, and airports. Incumbent drives predetermined and/or scheduled routes.

Experience:
A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence that demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.
Screen‑out element:
Your qualifications will first be evaluated against the prescribed screen‑out element—usually question 1 in the online questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification are considered for further rating; those who do not are rated ineligible and eliminated. The potential eligibles are then rated against the remainder of the job elements:
Drive Safely, Interpret Instructions—Specifications (mobile equipment operations), Motor Vehicles, Reliability and Dependability, without more than normal supervision, Work Practices.
Experience may include paid, unpaid, and volunteer work through National Service programs (e.g., Peace Corps, Ameri Corps) and other organizations (professional, philanthropic, religious, spiritual, community, student, social). Volunteer work can build critical competencies and may receive credit.
Note:
A full year of work is considered 35–40 hours per week. Part‑time experience is credited on the basis of actual time spent. Applicants must indicate clearly the nature of their duties and number of hours per week.
Physical requirements:
Great physical effort is needed to maneuver the longer and heavier vehicles, especially when backing. Assist Veterans and staff with limited mobility into and out of the vehicle may involve stooping and bending.
Working conditions:
The incumbent works mostly outside and operates vehicles in all weather, heavy traffic, on public highways and Interstate highway systems, as well as on VA facility grounds. Incumbent may be required to maneuver through and park in limited space, restricted heights, and congested areas.
- The MVO drives gasoline or diesel‑powered vehicles weighing up to and over 26,000 pounds.
- Vehicle types include passenger cars, vans, station wagons, cargo vans, stake trucks, buses, and various capacities up to a 40‑passenger bus.
- Vehicles are used for transporting patients and personnel on official business and for delivery of supplies and materials on and off the station.
- Vehicles are driven interstate and through all kinds of traffic and weather conditions.
- Major duties and responsibilities include:
Receiving work assignments and direction regarding work methods, procedures, and schedules from either the Transportation Coordinator and/or the Mobility Manager. - Arriving at and departing from pickup and discharge points at scheduled times.
- Reading installation maps and judging road/traffic conditions to determine the shortest and safest route.
- Enforcing passenger safety and seatbelt use.
- Using multiple variations of Mobile Data Computer (MDC) in and out of the vehicles for assigned trips and duties daily.
- Loading and unloading patients and medical supplies.
- Performing operator maintenance such as checking fluid levels and tire air pressure, cleaning and washing vehicles, and performing inspection checklists to ensure safe and proper operation.
