Job Description
The Associate Administrator of Harm Reduction & Outreach provides operational and people leadership for the organization’s harm reduction, outreach, and mobile MAR programs. This role oversees teams, data and grant reporting, and program performance while building a strong, trauma-informed culture rooted in harm reduction principles. The position advances integration of peer recovery specialists, strengthens community partnerships, and represents the organization in advocacy efforts to expand access, reduce stigma, and promote evidence-based harm reduction practices.

Essential Duties and Responsibilities- Provide direct leadership to harm reduction, outreach, and mobile MAR teams, fostering a trauma‑informed, equity‑centered culture grounded in harm reduction principles.
- Recruit, supervise, and develop staff, including outreach workers and peer recovery specialists, supporting strong supervision structures, training, and retention.
- Supervise staff directly, providing administrative oversight and performance evaluations, setting goals, and developing quarterly and annual work plans.
- Expand and integrate peer recovery specialists into harm reduction and outreach models, embedding lived experience into program design and service delivery.
- Oversee day‑to‑day operations of harm reduction and outreach programs to ensure alignment with organizational priorities, regulatory requirements, and best practices.
- Develop and implement a comprehensive Outreach and Engagement Work Plan, including measurable goals, timelines, and reports.
- Lead effective Outreach and Engagement Teams in collaboration with the Administrator of Harm Reduction, Outreach & Access to Care to strengthen partnerships and grow patient referrals.
- Lead data collection, performance monitoring, and grant reporting efforts, ensuring accuracy, timeliness, and alignment with funder and regulatory expectations.
- Build and maintain partnerships with community organizations, coalitions, and public agencies to support outreach, referrals, and program impact.
- Represent the organization in harm reduction advocacy efforts, contributing to local and statewide policy discussions to advance access, reduce stigma, and promote evidence‑based practices.
- Lead strategic planning initiatives to identify and pursue new funding opportunities, including grants and partnerships, and work with finance, data, and research partners to strengthen the long‑term sustainability of harm reduction programs through evidence‑based and financially sound strategies.
- Ensure the quality and timeliness of the following program services:
- Provide syringe access and disposal.
- Distribute naloxone and fentanyl test strip kits with training.
- Offer alternatives to injecting, including supplies for smoking, snorting, and other modes of administration.
- Conduct STD, HIV, and HCV testing and ensure linkage to services.
- Provide safer sex and hygiene supplies.
- Facilitate low‑barrier access to medications for opioid use disorder, including mobile medication‑assisted recovery (MAR) units.
- Link individuals to opioid use disorder (OUD) treatment, including MAR.
