DI is seeking to hire Short-term Local Experts for the anticipated one-year Consultancy to facilitate capacity development for the Uganda Human Rights Commission (UHRC) under GIZ’s Strengthening and Advancing Governance and Accountability Action (SAGA) project in Uganda. The short-term local expert pool will provide national-level technical support to the Uganda Human Rights Commission (UHRC) across institutional capacity assessments, trainings, and implementation of prioritized capacity development interventions.

Working under the leadership of the Team Leader and in close coordination with the core technical experts, members of the expert pool will support stakeholder consultations, institutional and individual capacity assessments, and the development and delivery of tailored capacity-building interventions. This includes contributing to training design and facilitation, updating and developing training materials, supporting results tracking, and documenting implementation progress.

Responsibilities
  • Support stakeholder mapping, consultations, and institutional capacity assessments through interviews, focus group discussions, and document reviews.
  • Contribute to preparation of capacity assessment findings and activity reports.
  • Support the development of training roadmaps and schedules in consultation with UHRC and the Team Leader.
  • Update existing training materials and develop new content based on identified capacity needs.
  • Support and/or facilitate trainings and Training-of-Trainers (ToT) sessions in Kampala and selected UHRC regional offices.
  • Provide regular technical updates to the Team Leader, UHRC, and GIZ.
  • Support monitoring of training effectiveness and intervention impact.
  • Contribute to work package-specific reporting and inputs to the final consultancy report.
Secondary Job Duties
  • Contribute to ongoing Democracy International business development efforts, in Uganda and around the world.
Qualifications
  • Master’s degree in public administration, Organizational Psychology, Public Policy, Economics, Monitoring and Evaluation, Statistics or a related field.
  • Full professional proficiency in English.
  • 10 years of professional experience in institutional performance assessment, strategic planning, and/or capacity development.
  • 10 years of professional experience in developing stakeholder and communication strategies, strategic communication, and training.
  • 2 years professional experience working with state and non-state actors in East-Africa.
  • Demonstrated ability to work effectively as part of a team.
  • Strong initiative and ability to work independently.
  • Excellent written and verbal communication skills.
  • Strong socio-cultural and intercultural competence.
  • Efficient, partner- and client-focused approach to work.
  • Ability to think and collaborate across disciplines.
Reporting

This position reports to DI’s Uganda Project Team Leader or their designee.
