The Division of Family and Community Services is seeking to hire a dynamic, self‑motivated, Supportive Housing Services Manager for the Office of Housing Stability, Bureau of Permanent Housing and Supportive Services Unit. This position serves as a full‑line supervisor managing the Permanent Supportive Housing Services Unit and implements existing and/or new program policies, procedures, and objectives to promote compliance with state and federal mandates as delineated in the Illinois Department of Human Services (IDHS)/Division of Family and Community Services (DFCS) Grantmaking Manual, Grant Accountability and Transparency Act (GATA), and Federal Funding Accountability and Transparency Act.
The manager facilitates routine onsite and/or virtual meetings (Web Ex) and training sessions with grantees and other internal and external entities, reviews and generates written reports on legislation and best practices, oversees data systems for reporting, and performs other duties as assigned.
- Serves as Supportive Housing Services Program Manager.
- Manages and implements existing and/or new program policies, procedures, and goals, promoting compliance with IDHS/DFCS policies, GATA, and Federal Funding Accountability and Transparency Act.
- Serves as full‑line supervisor.
- Translates functions and procedures into Spanish for persons with limited English proficiency, the general public, advocacy groups, customers, and community organizations.
- Reviews, analyzes, and generates written reports on proposed and existing legislation, statutes, best practices, and administrative rules related to supportive housing services.
- Facilitates onsite and/or virtual meetings and training sessions with grantees and stakeholders to discuss effective program design, delivery, monitoring, and fiscal policies.
- Creates, monitors, and resolves issues with required data systems to produce and disseminate documentation for internal and external entities regarding Contract Monitoring Unit programs.
- Performs other duties as required or assigned, reasonably within the scope of the unit’s responsibilities.
- Completion of four (4) years of college, preferably with courses in a social or human services field.
- Prior experience equivalent to three (3) years of progressively responsible supportive housing experience in a health or human services organization.
- Ability to speak, read, and write Spanish at a professional level.
