Trial Advocacy Training Expert
Democracy International (DI) is seeking a Trial Advocacy Training Expert to design and facilitate an intensive, practice-oriented training program for prosecutors from the Office of the Director of Public Prosecutions (DPP) in Lesotho, in close coordination with the Programme Coordination Unit (PCU).
The assignment aims to strengthen the ability of prosecutors to effectively manage criminal cases and present them in court with professionalism, clarity, and confidence. Prosecutors in Lesotho are often recruited directly from university and may have limited exposure to trial practice. This consultancy will bridge that gap by developing and delivering training modules that build practical skills in case analysis, evidence presentation, witness examination, trial strategy, and courtroom advocacy.
The consultant will review relevant legal frameworks and procedural rules, prepare customized training materials, and conduct participatory workshops using proven adult-learning and experiential methods such as mock trials, case simulations, and performance-based exercises. The training will emphasize critical thinking, persuasive communication, and ethical prosecution practices aligned with the rule of law.
This position is primarily based in Lesotho. International candidates will be considered but should be prepared to provide a daily rate that is inclusive of travel costs. Applications are being evaluated on a rolling basis, and a candidate will be selected as promptly as possible.
- Review project documents and relevant legislation including the Criminal Procedure and Evidence Act, High Court and Subordinate Court rules, Training and Equipment Needs Assessment Report, etc.
- Develop training modules and manuals covering trial advocacy skills.
- Develop a training program and coordinate with the PCU and DPP to organize the training.
- Facilitate the training using appropriate approaches and methods.
- Obtain feedback on the relevance of the training.
- Submit a report on the training program with recommendations.
The Consultant is expected to provide the following deliverables:
- Reviewed and annotated project documents and acts.
- Training materials or manuals in trial advocacy skills.
- Feedback and evaluation of the training.
- Final report with recommendations.
- Master’s degree in Law (LL.M or equivalent), or a Bachelor’s degree in Law with at least eight (8) years of professional courtroom litigation experience.
- At least eight (8) years’ experience providing capacity building for Justice Sector institutions.
- Experience in conducting rapid training needs assessments and providing training, mentoring, and coaching.
- Experience in delivering trial advocacy training for prosecutors.
- Should be practicing or has experience practicing in Lesotho or another country with a similar jurisprudence.
- Trainers with experience in NITA methodology in training will have an added advantage.
