Reports To: Chief Financial Officer

Department: Finance

MRHC is a growing FQHC-LAL with outsourced billing operations. This role will serve as the primary internal owner of revenue cycle performance, partnering closely with vendors, consultants, and leadership to document workflows, strengthen compliance, and build a sustainable foundation for future in-housing of RCM functions.

The Revenue Cycle Manager is responsible for end-to-end oversight of MRHC’s revenue cycle operations across Medical, Behavioral Health, and Dental services within a complex FQHC environment. This role owns billing strategy, payer compliance, vendor management, patient financial workflows, and revenue integrity. The Revenue Cycle Manager serves as the internal expert on FQHC billing requirements, carve-outs, payer rules, and EHR workflows, ensuring consistent cash flow, reduced denials, regulatory compliance, and a clear, compassionate patient financial experience.

This is a senior, hands‑on role requiring deep technical expertise, strong judgment, and the ability to translate complex billing rules into executable workflows across departments.

Core Responsibilities
  • Provide internal leadership and accountability across the full revenue cycle, coordinating front‑end teams, vendors, and leadership to ensure accurate and compliant performance.
  • Ensure accurate application of FQHC billing rules, including HCFA vs. UB claims, Medicare Part A vs. Part B determination, and service‑specific carve‑outs (Medical, BHC, Dental).
  • Monitor revenue performance, denial trends, payer behavior, and cash flow risks; implement corrective actions as needed.
  • Serve as primary internal owner of the medical billing consulting relationship, including oversight of performance, issue resolution, and escalation.
  • Lead internal coordination with eClinical

Works (eCW), ensuring workflows align with MRHC’s multi‑service billing structure.
  • Retain and institutionalize knowledge gained from eCW and medical billing consulting trainings to reduce vendor dependency.
Patient Financial Operations & Complaints
  • Oversee all patient‑facing financial workflows, including eligibility verification, SSF administration, payment plans, card‑on‑file processes, and write‑offs.
  • Serve as escalation point for complex patient billing complaints and financial disputes.
  • Ensure patient communication is accurate, compliant, and aligned with MRHC’s mission.
  • Supervise and train Patient Financial Coordinator(s) and front desk staff on financial workflows, payer rules, and patient communication standards.
  • Audit front‑end processes regularly to ensure clean data, compliant collections, and reduced downstream billing errors.
  • Ensure compliance with HRSA, payer contracts, and internal financial policies as they relate to revenue cycle operations.
  • Support annual Sliding Scale Fee updates, fee schedule reviews, and departmental budget planning.
  • Provide leadership with reporting on revenue trends, payer performance, write‑offs, and financial risk areas.
  • Partner with leadership on ROI analyses for new services, programs, and equipment.
Qualifications

Required

  • 5+ years of progressive experience in healthcare revenue cycle management.
  • Demonstrated experience with FQHC billing, Medicare/Medicaid, and complex payer rules.
  • Strong understanding of multi‑service billing environments (medical, behavioral health, dental).
  • Hands‑on experience with EHR‑based billing workflows (eClinical

    Works strongly preferred).
  • Proven ability to manage vendors, supervise staff, and resolve complex billing issues.

Preferred

  • Prior experience in an FQHC or FQHC‑LAL setting.
  • Experience leading revenue cycle transitions or internalizing billing operations.
  • Strong analytical and documentation skills.
