Job Summary
Under the direction of the Associate Director, Training and Exercise, you will collaborate with all relevant Cook County agencies to determine the training needs and priorities of those supported by the Department of Emergency Management and Regional Security (EMRS). You will focus on National Incident Management System (NIMS) training initiatives, supervise and coordinate large‑scale training exercises involving multiple jurisdictions and locations, and work with internal and external departmental training personnel.
You will also coordinate the planning and oversight of a long‑range multi‑year, multi‑agency, multi‑jurisdictional training and exercise program.
- Graduation from an accredited college or university with a Bachelor’s Degree in Emergency Management.
- Current or prior military duty in a related Military Occupational Specialty (MOS).
- Five (5) years of full‑time work experience in Emergency Management, Sworn Fire Service, Sworn Law Enforcement or Emergency Medical Services.
- Two (2) years of full‑time work experience instructing, training and/or coordinating training programs in Emergency Management, Fire Service, Law Enforcement, or Emergency Medical Services, or in the military in a related MOS.
- Must meet all training requirements required by the EMRS, Cook County and Granting Agencies within one year of hire.
- Will be required to provide original documents such as driver’s license, diploma, school transcript, certifications, etc. within five (5) days of an offer.
- Degrees awarded outside the United States (excluding U.S. territories and Canada) must be credentialed by WES, ECE or a NACES member organization.
- Thorough understanding of the legal and regulatory requirements and processes for federally funded grant training.
- Proficiency in Microsoft Office application programs including Word, Excel, Pivot Tables, PowerPoint, Outlook and calendar scheduling software.
- Ability to organize training programs in conformance with NIMS, local/state/federal regulations and operating procedures.
- Strong technical writing and organizational skills.
- Skill coordinating, planning and overseeing large‑scale exercises involving multiple jurisdictions and locations.
- Ability to work with external agencies to determine training needs and priorities of those supported by EMRS.
- Ability to coordinate training schedules, advertisements, registration, course funding invoice submission and course record keeping.
- Ability to schedule instructors, lectures, venues and training equipment as needed for training inside and outside the County.
- Ability to analyze course evaluation and attendance data and make recommendations for improvement.
Light work involves exerting up to 20 pounds of force occasionally or up to 10 pounds of force frequently, or a negligible amount of force constantly to lift, carry, push, pull, or otherwise move objects. Light work is rated when it requires walking or standing to a significant degree, sitting most of the time while pushing or pulling arm or leg controls, or working at a production rate pace while constantly pushing or pulling materials even though the weight of the materials is negligible.

$49.849 per hour.
