About the Department

The Department of Safety and Security at the University of Chicago includes the University of Chicago Police Department (UCPD), Management Operations, Transportation and Parking Services, Emergency Communication, and Security Services. The UCPD collaborates with the City of Chicago Police Department to patrol the approximately 6.5 square miles encompassing the campus and surrounding Hyde Park neighborhood, serving a population of about 65,000 people.

Job Summary

The Lieutenant ensures consistent application of departmental policies and procedures, addresses non‑compliance through progressive discipline, and oversees direct patrol operations in line with UCPD mission and applicable laws. The role provides strategic leadership, mitigates complex and critical situations, and manages daily police operations across the University of Chicago Police Department.

Responsibilities
  • Supervises all police personnel assigned to the watch.
  • Serves as the Incident Commander at scenes while on duty unless relieved by a higher ranking officer.
  • Identifies public safety problems, develops solutions, and implements them effectively.
  • Conducts audits and inspections of internal operational processes to ensure policy compliance and regulatory adherence (CALEA, ILETS, federal and state standards).
  • Prepares and conducts performance evaluations and approves daily worksheets.
  • Conducts daily roll calls, including inspections, non‑compliance documentation, special announcements, and training updates.
  • Reviews and approves incident reports, accident reports, and other documentation submitted by sergeants.
  • Recommends disciplinary actions as warranted.
  • Submits reports and data for local and state compliance.
  • Leads execution of police services and strategies in line with 21st Century Policing guidance.
  • Implements accountability measures to ensure fair and impartial police service delivery.
  • Manages personnel, equipment, and field emergencies on assigned shifts or in special investigative/intelligence sections.
  • Performs routine uniform inspections and equipment checks.
  • Implements crime prevention practices and incorporates officer feedback.
  • Maintains frequent contact with local, state, and federal law enforcement agencies to exchange information and provide assistance.
  • Provides timely notifications to appropriate personnel in accordance with policy.
  • Develops tactical plans and instructs officers and sergeants on operational procedures.
  • Supervises work of police sergeants, officers, and civilian employees.
  • Utilizes data to inform crime mitigation strategies, identify trends, and enhance community collaboration.
  • Monitors alerts, sirens, gunshots, and audible signs of warning to detect and assess incidents.
  • Communicates with the public, coworkers, subordinates, and others to provide direction and training.
  • Reviews and explains departmental policies and procedures.
  • Gathers and disseminates information for investigations.
  • Serves as liaison between the police department, university, community stakeholders, and outside agencies.
  • Makes decisions regarding the legality and appropriateness of pursuits and arrests.
  • Evaluates subordinate personnel performance and supports professional development.
  • Prioritizes administrative responsibilities and monitors field operations.
  • Analyzes data from investigations and crime reports to recommend improvements.
  • Provides field coverage on a schedule that maximizes presence during critical hours.
  • Maintains adequate staffing levels and authorizes unexpected overtime as needed.
  • Implements community engagement activities focused on non-enforcement contact.
  • Manages security for the University of Chicago Medicine (UCM) by coordinating with hospital security, handling emergencies, and collaborating with healthcare staff.
  • Assumes responsibilities specific to the UCM, including patient safety, crisis management, and interagency cooperation.
  • Coordinates investigations, crime analyses, and security programs across the campus.
  • Prepares response plans for campus emergencies, threats, events, and demonstrations.
