Job Title: Investment Specialist

Position Summary: The Investment Specialist is responsible for supporting the Chief Investment Officer and the broader Investment Division. This entry‑level role provides exposure across the full spectrum of the Office of the Illinois State Treasurer’s investment activities—including public markets, private markets, and investment operations—while contributing to critical projects, reporting, and documentation improvements that drive transparency, efficiency, and strong investment outcomes.

The duties more generally include organizational and administrative activities, as well as special projects that support the Treasurer’s Office’s portfolios including, but not limited to, the 529 College Savings Plans, Illinois Secure Choice Retirement Savings Program, Achieving a Better Life Experience (ABLE) Program, Illinois Growth and Innovation Fund, Student Empowerment Fund, and FIRST Fund. The Investment Specialist interacts with many divisions within the Treasurer’s Office in the interest of seeking to build foundational experience in institutional investing, public service, investment research and strategic project management.

Attendance is an essential function of this position.

Duties and Responsibilities
  • Provides multifaceted support to the various divisions (ex: investments, procurement, legislative, communications) within the Office of the Illinois State Treasurer in executing the investment, diversity, and sustainability objectives of the Office of the Illinois State Treasurer.
  • Conduct investment and macroeconomic research, compile data, and develop insights to support investment decision‑making.
  • Help prepare materials, research, due diligence documentation, and investment reviews for current and prospective investment managers for the Public Market and Private Market Investment Portfolios.
  • Prepare briefing materials, memos, and summaries for internal and external meetings.
  • Assist with scheduling, meeting coordination, and follow‑up actions to ensure effective execution of the Chief Investment Officer’s priorities.
  • Contribute to quality control efforts ensuring accuracy, consistency, and clarity of internal and external deliverables.
  • Support cross‑functional initiatives and special projects led by the Investment Division.
  • Collaborate with the operations team to improve reporting workflows, document controls, and data organization.
  • Support process improvement and technology initiatives that enhance operational efficiency.
  • Conduct project management activities including the monitoring, overseeing and facilitating of the timely execution of key initiatives and operational enhancements for the Office.
  • Corresponds and interacts with various external entities including other State agencies as well as outside private sector organizations.
  • Any other duties as assigned towards the execution of the Treasurer’s mission.

Education and Work Experience

Bachelor’s degree in business, administration, finance, economics, accounting, public policy, or any other related field; 0‑3 years of experience in areas of finance, business administration, economics, public policy, and/or a related field preferred; OR any equivalent combination of experience and training that provides the required knowledge, skills and abilities to carry out the duties of the position. Public sector experience in the above‑mentioned fields is desirable.
