Project Implementation / Assistant County Engineer

General

Summary:

Manage and direct the implementation of Kane County's Transportation Improvement Program (capital and major maintenance projects) including Phase I and Phase II Engineering, Right-of-Way Acquisition, Construction, and Construction Engineering under the general supervision of the Deputy Director, Director of Transportation / County Engineer.

Essentials Functions, Duties and Responsibilities
  • Assist with major maintenance contracts including bridge repair & replacement, resurfacing, pavement management, guardrail, striping, and pavement marking.
  • Assists with the development of the County's annual Transportation Budget and 5-Year Transportation Improvement Program (TIP).
  • Guides projects, included in the annual budget typically >$100M, through design and land acquisition to bidding and construction. Manage multiple projects, personnel, consultant design engineering and construction engineering agreements, and intergovernmental agreements.
  • Point-of-contact with Federal and State regulatory and resource agencies. Liaison to Illinois Department of Transportation for Federally- or State-funded projects. Responsible for securing necessary permits for Kane County Transportation projects.
  • Responsible for internal coordination with other sections within the Kane County Division of Transportation:
    Maintenance, Planning & Programming, Finance & Budgeting, and Traffic Operations & Permitting.
  • Coordinate all project activity with other affected highway jurisdictions and agencies:
    Illinois State Toll Highway Authority, Illinois Department of Transportation, adjacent county agencies, municipalities, Township Highway Commissioners, utility companies, private contractors, and consultants when necessary.
  • Responsible for project-related public information: respond to public/press inquiries; schedules public meetings, publish public notices/press releases, advertising, newsletters, website updates, speaking engagements, etc.
  • Provide support and advice to 16 Township Highway Commissioners as to the construction, repair, and maintenance of township road district highways and bridges.
  • Prepare any necessary documentation required by the Deputy Director, Director, and County Engineer to coordinate with the Transportation Committee, Executive Committee, Committee of the Whole and County Board. This includes reporting to County Board committees, monthly presentations, preparation of contracts & change orders, resolutions, amendments, and any other documentation to maintain project schedules.
  • Any duty necessary to assist the Division in the maintenance and improvement of County and Township highways and bridges.
  • Assists the County Engineer/Director of Transportation on any issues as it relates to any of the goals and responsibilities of the Division.
Knowledge,

Skills and Abilities

Required
  • Read and understand professional Civil Engineering drawings.
  • Knowledge of engineering design in order to review engineering drawings.
  • Knowledge of ordinances, codes, statutes, policies, and design specifications regarding highways.
  • Knowledge of permitting requirements for various agencies.
  • Knowledge of utility relocation design, methods and procedures.
  • Knowledge and execution of federally defined Public Hearings and Public Meetings as required by federally funded project.
  • Knowledge of land acquisition as required for project implementation.
  • Thorough knowledge of Federal and State procedures to effectively complete Federal- or State-funded transportation projects:
    Illinois Department of Transportation Administrative Policies and Federal Aid Procedures for Local Highway Improvements.
  • Proficiency with AASHTO Policy on Geometric Design of Highways and Streets (Green Book), Manual on Uniform Traffic Control Devices, Illinois Department of Transportation Standard Specifications for Road and Bridge Design, the Kane County Transportation Permit Ordinance and other relevant design guidelines or construction standards.
