Primera Engineers (through AECOM‑DBS JV) is seeking a Facilities Engineering Construction Manager to support the Chicago Department of Water’s multi‑billion Capital Improvement Program (CIP). This role represents DWM and oversees service providers on a range of CIP projects, including planning, design, and construction oversight.

• Serve as Construction Manager responsible for oversight of major water system facilities: water purification plants, intake structures, pumping stations, reservoirs, hydraulic structures, buildings, and large conveyance tunnels.
• Manage construction of water facilities with multi‑disciplinary improvements (electrical, mechanical, structural, process, and architectural).
• Provide oversight to electrical/mechanical equipment commissioning.
• Manage project teams, monitor consultants’ compliance with contractual commitments.
• Hire resident engineers and field inspectors to oversee construction.
• Coordinate with Resident Engineer to ensure work is executed per contract documents.
• Manage all construction phases (beginning to close‑out), schedule, budget, and communicate progress with client.
• Facilitate and resolve project issues and scope changes with design team and client, monitor and report financial and completion status.
• Occasionally perform field work at project facilities.
• Manage one or more moderately complex design projects, coordinating multiple engineering disciplines, consultants, and agencies.
• Supervise other engineering and technical staff.

• Bachelor’s degree in civil, structural, mechanical engineering or related discipline and 15+ years of relevant experience or equivalent.
• Professional Engineering (PE) license in Illinois or ability to obtain within first 6 months.
• Project Management Professional (PMP) certification.
• 15‑20 years progressive experience in Water/Wastewater Facilities as engineer and project manager.
• Experience working on municipal projects.
• Proven interpersonal skills: client interaction, public speaking, persuasive ability; strong project financial management; ability to lead diverse, multi‑disciplinary teams.
