Project Controls Specialist – Cost Engineering/Scheduler (Contract)

Seeking a Project Controls Specialist with a strong Cost Engineering/ Scheduling background to support portfolio-level capital projects across multiple locations. This role leads cost reporting systems, detailed job cost analysis, forecasting, schedule/cost performance assessments, change management documentation, and associated analytics. The position serves as a subject matter expert for cost management and supports Project Managers and Directors on complex capital programs.
Key Responsibilities- Lead setup, maintenance, and reporting of cost management systems for active projects
- Perform detailed job cost control including commitments, accruals, actuals adjustments, forecasting, and variance analysis
- Assess schedule impacts, cost estimates, contingency usage, and risk profiles
- Review monthly status reports and vendor performance reporting
- Monitor compliance with corporate standards, policies, and project controls procedures
- Support quantification and management of project risks and changes
- Update portfolio cost and risk data in internal systems and tools
- Track cost, schedule, and scope baselines and manage change impacts
- Bachelor’s degree in Business, Finance, Engineering, Project Management, or related field; or 11+ years of project controls experience in lieu of degree
- Minimum 7 years of project controls experience
- PMI or AACE certification (e.g., PMP, CAPM, PMI-SP, CCC, PSP, CEP, EVP)
Proficiency with project controls and cost engineering concepts, software, and analytics - Ability to independently lead complex cost assignments
- Strong communication and collaborative working skills
- Master’s degree in Business, Finance, Engineering, or equivalent field
- Demonstrated expertise with cost/schedule tools (e.g., Primavera, Power BI, Monte Carlo risk tools, MS Office Suite, advanced Excel, etc.)
- Prior experience supporting capital projects in regulated or utility-adjacent environments
