Chemical Engineer - Federal Acquisition Service

Summary

As a Chemical Engineer, the incumbent provides professional chemical engineering support to acquisition and supply functions for assigned items.

Location of Position

Federal Acquisition Service (FAS), Office of General Supplies and Services (GSS), Supply Chain Operations Division (QSDD), Various locations.

Duties
  • Research, evaluate, document, and assess customer product requests to ensure chemical qualities, composition, and other elements meet customer requirements in acquisition, transportation, storage, and delivery.
  • Conduct technical evaluations and prepare support documents for specifications, standards, commercial item descriptions, and qualified product lists, covering chemicals, cleaners, disinfectants, insecticides, polish, and floor finishes for commercial or military applications.
  • Assist contracting officers during procurement by evaluating vendor product data, confirming concordance with item purchase descriptions, and reviewing contractor requests for deviations from contract specifications to determine impact and provide recommendations.
  • Review complex engineering problems and provide recommendations to GSA management; analyze characteristic data for new or improved commodities proposed for inclusion in the GSA system.
  • Apply physical, chemical, and numerical analytical criteria such as pH, specific gravity, density, flash point, ratios, and percentages; classify hazardous materials and interpret Safety Data Sheets for physical and chemical properties.
Requirements
  • US Citizenship or National (Residents of American Samoa and Swains Island)
  • Meet all eligibility criteria within 30 days of the closing date
  • Register with the Selective Service if you are a male born after 12/31/1959
  • Meet time-in-grade within 30 days of the closing date, if applicable
  • Current or former political appointees must disclose status and obtain OPM authorization; failure to disclose may lead to disciplinary action.
  • Serve a one‑year probationary period, if required.
  • Undergo and pass a Tier 2 background investigation.
  • Verify identity and work‑status eligibility through DHS e‑Verify; resolve discrepancies as a condition of employment.
  • Attain hazmat certification for transportation of regulated materials per 49 CFR, IMDG, and IATA regulations within 90 days of hire.
Qualifications
  • Degree in professional engineering or equivalent combination of education, training, and technical experience.
  • One year of specialized experience equivalent to GS‑11, including at least two of the following:
    • Determining chemical components used in analysis.
    • Performing chemical testing to support process or production systems.
    • Presenting chemical analysis reports to senior leadership.
  • Submit a copy of college or university transcripts and certificates by the closing date; an official transcript will be required before appointment.
