We are seeking a dynamic leader to guide the Chemical Testing Program at the Wyoming Public Health Laboratory (WPHL). In this pivotal role, you will spearhead operations at the intersection of science and justice, overseeing forensic toxicology and the state’s breath alcohol training program.

Beyond the bench, you will serve as a strategic partner in public health emergency responses and ensure our facility maintains the highest standards of excellence, including ISO/IEC 17025 accreditation. Essential Functions
  • Provides technical and administrative oversight of forensic toxicology testing, including analytical method development, validation, and implementation.
  • Directs and coordinates program planning, prioritization, and workflow to ensure timely and accurate testing and reporting.
  • Oversees staff performance management, training, competency assessments, and professional development, fostering a culture of accountability, collaboration, and continual learning.
  • Leads strategic and operational planning initiatives, integrating quality management principles and public health goals.
  • Ensures laboratory compliance with all applicable standards and regulations (ISO/IEC 17025, CLIA, CAP, CMS, and state requirements).
  • Manages the laboratory quality system, including internal audits, corrective and preventive actions, document control, and continuous improvement processes.
  • Oversees vendor management, procurement approvals, and budgeting activities, ensuring resource use aligns with state and laboratory policies.
  • Evaluates and improves laboratory workflow, equipment utilization, and data management systems to enhance efficiency and quality.
  • Provides technical guidance in root cause analysis, nonconforming event management, and method performance reviews.
  • Develops and implements policies, SOPs, and documentation systems to ensure consistency and compliance across all laboratory activities.
  • Collaborates with external stakeholders, including law enforcement, public health partners, and accrediting agencies, to support laboratory initiatives and maintain transparency in operations.
  • Serves as a mentor and coach to laboratory supervisors and staff, promoting self-awareness, effective communication, and professional conduct.
  • Leads or supports cross-functional projects such as leadership training programs, continuity of operations planning (COOP), and purchasing contracts.
  • Builds and sustains laboratory infrastructure operations, including the development, maintenance, and continuous improvement of systems supporting equipment lifecycle management, facility readiness, data integrity, and resource availability to ensure reliable, compliant, and efficient laboratory performance.
Preferences
  • Advanced degree (e.g., Master’s or Ph.D.) in Chemistry, Forensic Science, Public Health, or a related scientific discipline.
  • Demonstrated experience managing a forensic, clinical, or public health laboratory program under regulatory frameworks such as ISO/IEC 17025, CLIA, or CAP.
  • Proven success in program development, including strategic planning, performance management, and process improvement.
  • Experience leading multidisciplinary teams and fostering collaboration across technical and administrative functions.
  • Strong communication, leadership, and coaching skills that support professional growth and a culture of accountability.
