The Wyoming Department of Transportation (WYDOT) is seeking a full-time Utilities Specialist located in Cheyenne, Wyoming. As a Utilities Specialist, you will assist in communicating and coordinating with utility companies impacted by WYDOT construction and maintenance activities. This position is responsible for assisting investigation and conflict resolution for utility companies affected by agency construction/maintenance activities in compliance with local, state and federal laws, rules and regulations in order to improve safety on the state transportation system.
Cheyenne is a steadily growing community along the Front Range but still true to the history of the Old West. Cheyenne also is home to the Daddy of 'em All – Cheyenne Frontier Days – held every last week of July. Wyoming is one of only seven states with no state income tax.
This position offers a $2000.00 hiring bonus (see notes for eligibility).

ESSENTIAL FUNCTIONS- In a timely manner, issues highway project plan notifications to agency representatives and utility companies to identify utility conflicts/relocate utility facilities that are in conflict with highway projects
- Under supervision, initiates utility adjustment agreements for the relocation of utilities impacted by agency highway projects
- Under supervision, develops and executes service agreements for utility services needed for department facilities
- Researches and applies Federal and State regulations, local rules, and department policies as they relate to utilities operating in the state’s highway rights-of-way
- Ensures all invoices received from utility companies are thoroughly reviewed for accuracy and are in accordance with relocation agreement/service agreement details and estimates, and that payments are processed in a timely manner
- Performs utility database maintenance to enable the agency to effectively track and notify utility companies located inside agency rights-of-way which are impacted by agency activities, are a hindrance, or present a safety hazard to the traveling public
- Assists with meetings and seminars for public and private organizations to explain department’s position on utility rules/regulations and procedures
- Develops working relationships to help facilitate partnerships between the agency and utility companies to expedite conflict resolutions
- Knowledge of engineering design principles; land descriptions and land rights
- Knowledge of project plan basics; cartography and engineering design plan reading; time management and multi-tasking
- Skills in public speaking and telephone usage; technical, legal, and creative writing
- Skills in estimating costs
- Usage of Microsoft Word & Excel, and Adobe Acrobat
- Demonstrates the ability to professionally and effectively navigate challenging interpersonal situations and complex circumstances
- Read and interpret legal documents
Education: Bachelor's Degree (typically in Engineering)
Experience: 0-1 year of progressive work experience (typically in Transportation occupational group) with acquired knowledge at the level of a Utilities Technician
OR Education & Experience Substitution: 3-4 years of progressive work experience (typically in Transportation occupational group) with acquired knowledge at the level of a Utilities Technician
