What you’ll do at work

The Business Administrator Apprentice is a key role within the Parking Services Team, who are part of Cheshire West and Chester’s Public Protection Services, which is within the wider environment and communities directorate.

This apprentice role offers the opportunity to develop valuable experience of working within a busy parking environment, completing specific parking administrative activities within agreed timescales in line with processes and procedures.

This apprenticeship will have a line manager, workplace mentor, inclusive employment manager and a dedicated apprentice programme tutor.

This role is essential to assist with the challenging parking administration caseload. Become familiar with parking legislation and handle customer enquiries, complaints and appeals.

On successful completion of the Level 3 Business Administrator Apprenticeship Standard and review of performance, the post holder will progress to the substantive post of parking services officer.

This role is ‘Hybrid’ which means working from Council Hub buildings and from home.

Notwithstanding the detail in this Job Role Profile, the job holder will undertake such work as may be determined by the Manager from time to time, up to or at a level consistent with the Principal Responsibilities of the job.

RESPONSIBILITIES the Apprentice will…with appropriate support and supervision:

  • Assist with progressing Penalty Charge Notices in accordance with legal requirements and Council policy, consistently and in a cost‑effective manner. Consider appeals received and decide whether to uphold the challenge (and refer onwards) or to reject the challenge.
  • Where challenges are rejected, provide a response taking account of Council policy and procedures.
  • Process permit applications and renewals in a timely manner. Check supporting documents and establish eligibility (e.g. by checking the residency for Residents Scheme applications).
  • Ensure permits are only issued for eligible applications, apply Council policy and Resident Parking Scheme conditions as appropriate.
  • Provide good quality customer care, respond to correspondence received (including emails) for Parking Services in a timely and professional manner.
  • Assist customers with enquiries regarding all aspects of parking provided by the Council, e.g. parking restrictions, how to apply for permits; locations, times of operation and fees payable for Council‑operated car parks.
  • Ensure records are up‑to‑date and accurate.
  • Retrieve keeper/vehicle information from the DVLA as required. Input payment data into the notice processing system. Manage data in accordance with procedures and in compliance with legal requirements such as the Data Protection Act.
  • Identify trends from interactions with the public and from correspondence received (including challenges against Penalty Charge Notices). Identify improvements that could provide a better service for customers or provide better value for money.
  • Make recommendations to the Parking Services Manager and suggest improvement activities to help ensure the continued provision of a high‑quality Parking Service.
