Work Hours

Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Job Description

The Employment Services unit is responsible for case management of the Supplemental Nutrition Assistance Program, Employment and Training ( SNAP E&T) and the Virginia Initiative for Education and Work program ( VIEW ). Both programs play a vital role in providing high-quality human services that assist participants to achieve self-sufficiency and overall well‑being.

Under general supervision, the Employment Services Worker I is responsible for providing professional employment counseling services, needs assessments, vocational evaluations, employment preparation, and training for VIEW and SNAPET participants. Primary responsibilities include:

  • Case Management of VIEW / SNAP E&T caseload
  • Conduct assessment interviews to determine employability and identify employment barriers
  • Prioritize needs and develop target dates for goals
  • Administer and interpret assessment results, including re‑assessments at prescribed intervals
  • Assist with job search development, retention and career counseling
  • Conduct presentations to groups and participate in public relations activities to promote employment services
  • Serve as essential personnel during disasters
  • Perform other duties as assigned
Essential Tasks

The tasks listed below represent the majority of the time spent working in this class. Management may assign additional tasks related to the class as necessary.

  • Conduct assessments of client employability and implement employment plans
  • Coordinate with manpower/public agencies and community services, monitor and evaluate service delivery
  • Assign clients to employment program activities and monitor progress
  • Conduct group sessions to provide employment skills, job counseling and referrals
  • Perform case management: data entry, written narratives, scheduling and sending letters, notices of sanction, and miscellaneous mail
  • Develop work sites and maintain contact with supervisors
  • Provide information to agency staff to ensure compliance and request information on closed cases for payment reductions
  • Assist clients with placement into unsubsidized employment, providing supportive services as required
  • Maintain records, compile data and prepare periodic and special reports
  • Perform routine office tasks: typing, data entry, filing, faxing, telephoning, photocopying
  • Attend unit, staff, and team meetings

Required Qualifications

Vocational / Educational Requirement: Bachelor’s degree in sociology, psychology, social work, or a closely related field.

Experience Requirement: Minimum of six months of related experience in addition to satisfying the vocational/education standards.

Special Certifications and Licenses: Valid driver’s license with a driving record in compliance with City Driving Standards.

Special Requirements: Ability to work hours in excess of the scheduled hours for short‑term department needs and/or City‑wide emergencies.

Preferred Qualifications
  • One or more years of case management experience working with Employment and Training or VIEW programs
  • Employment services experience in a public Social Services agency
  • Establishes and monitors self‑sufficiency goals through assessment of client background
  • Monitors case reports/records in accordance with regulations and explains childcare programs, assessing client needs
