PositionSummary
The Quality Certifier will play a critical role in ensuring adherence to the Quality Assurance (QA) programs for Submarine, Deep Submergence, and Surface Ship Systems at Oceaneering's (OII) Marine Services Division (MSD) in Chesapeake, VA. This position requires a thorough understanding of all related QA processes and associated documentation. The Quality Certifier will be responsible for enforcing compliance with directives, technical specifications, higher authority documents, and the OII-MSD QA Manuals, as well as local instructions.
Familiarity with Technical Work Documentation (TWD) requirements is essential. Candidates must possess strong analytical and management skills, with the ability to assess complex issues and ensure quality standards are met without exception. Occasional travel and overtime may be required.
- Foster a "first-time quality" culture in all production aspects to ensure the highest-quality final product.
- Oversee and execute a comprehensive Certification program, including final certification procedures.
- Ensure certification reviews are conducted only by qualified personnel, as required.
- Certify all relevant Objective Quality Evidence (OQE) for assigned projects.
- Stay informed about the status of all Condition Reports, Unrestricted Operations/Hull Integrity Procedures, LARs, and DFSs related to assigned projects.
- Provide input to the central Quality database to assist in analyzing collected quality data.
- Participate in Internal SUBSAFE Certification Audits and DSS-SOC Certification Surveys as directed.
- Lead internal audits and surveillances of OII-MSD processes and production work to ensure consistency in reporting.
- Serve as the primary Quality Assurance contact during the certification of Technical Work Documents (TWD).
- Make informed decisions regarding production quality and safety, providing data for top management to base critical corporate decisions.
- Enhance safety through training, raising employee awareness, enforcing safety policies, and holding individuals accountable for poor safety practices.
- Act as the senior QA team member for assigned projects.
- Maintain objectivity when performing quality assurance tasks related to shipboard repairs or installations.
- Demonstrate a thorough understanding of current NAVSEA, DDS-SOC, SUBSAFE, and Level 1 requirements.
- Maintain an expert knowledge of contractor processes that impact DDS-SOC, SUBSAFE, and Level 1 directives.
- This person may perform other special projects or duties as required to support business needs such as:
- MOA Comprehension.
- QA-11 REC Log Maintenance.
- REC Maintenance.
- Understand of project REC progression.
- Certification of Compliance Drafting.
- Proper record retention.
- Act as senior QA project team member when assigned to projects.
REQUIRED:
- Graduate of high school, trade or industrial school, or GED equivalent.
- Minimum five (5) years' experience in performing quality assurance and control inspection on naval ship Hull, Mechanical, Electrical, Electronic, Ordnance systems for specification and engineering drawing requirement compliance.
- Minimum seven (7) years' shop experience that has provided practical knowledge of quality assurance programs, quality inspection systems, and machining skills and a detailed knowledge of shop procedures, processes, methods and techniques.
