The Voluntary Services Assistant serves as the Center for Development and Civic Engagement (CDCE)/Voluntary Service Assistant of the facility's CDCE/Voluntary Service office. They will be reporting directly to the CDCE/Voluntary Service Officer/Chief. Due to the cross‑cutting nature of this office, the incumbent shows a general understanding of the federal government, VA, and each of its Administrations, with a primary focus on VHA.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/18/2026.
Time‑In‑Grade RequirementApplicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time‑in‑grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time‑in‑grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one‑year time‑in‑grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one‑year time‑in‑grade.
You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge of records management, Microsoft Word, Microsoft Excel, Microsoft Power Point, Voluntary Services System (VSS) and any related or subsequent databases or programs, and VATAS and any subsequent employee time‑keeping databases or programs. Ordering and maintaining necessary level of needed forms and office supplies; maintenance of office records and files; compiling data for reporting purposes; experience inputting data into a computerized database;
experience recording and managing physical items such as donation; and utilizing interpersonal communication skills which foster effective working relationships. Knowledge of effective oral and written communication skills. Knowledge of strategies to develop and maintain positive and successful relationships with a variety of people from different ethnic, education, and socio‑economic backgrounds and interests. Ability to creatively problem solve daily minor operational issues and ability to deal effectively and tactfully with stressful situations.
Knowledge of the organization’s rules, procedures, operations, and facility business practices. Knowledge of purchase cards, procurement and acquisition policies and procedures sufficient to support Voluntary Service programming and to meet Veterans’ needs; required to work with vendors to order gifts, supplies, or other items to support programs and operations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, Ameri Corps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note:
A full year of work is considered to be 35‑40 hours of work per week. Part‑time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Work is moderately sedentary, although considerably variable. It requires a fair amount of standing, sometimes for long periods, walking, climbing stairs, and bending. Work may require some heavy to moderate lifting, transporting of materials, equipment and supplies for special events and other programs. Due to the diverse nature and scope of the work, it may require occasionally working in extreme temperatures (hot or cold).
Driving or riding in a vehicle is also required on a routine basis to provide coverage, trainings, or other support at off‑site clinics; attend outside community meetings and support special events.
