Senior GIS developer

1. Service Requirements (Scope of Work)
Engagement Model

• Outsourcing of one dedicated, full-time, on-site IT Developer

• Resource must be physically present during official working hours

• This is a service engagement, not manpower supply

• Service Provider is fully responsible for delivery, tools, processes, and governance

Key Responsibilities
A. Solution Development & Technical Guidance

• Provides architectural blueprints and design patterns for upcoming projects.

• Guides development teams in implementing best practices, standards, and automation.
B. Website Development

• Manage and support development of the official website

• Activities custom development activities implementing future development requirements.
C. Internal Systems Development

• Manage and support internal application development

• Ensure system stability, scalability, and integration with other organizational systems.

• Develop new features and manage the full software lifecycle
D. Intranet Portal

• Management and supporting IT development systems for the intranet portal.

• Enhancing collaboration tools, usability, and security features as required.

• Developing new feature and modules for the Intranet portal
E. Aqari Platforms & National Data Systems

• Manage and support development of platforms and dependent services

• Drive innovation, scalability, and system integrations
F. ArcGIS & GIS Development

• Designing, developing, and maintaining ArcGIS Server, Portal, and related GIS components.

• Implementing custom GIS applications, tools, and dashboards to support spatial data analysis.

• Managing GIS databases, data models, layers, and geospatial datasets to ensure accuracy and availability.

• Integrating ArcGIS solutions with enterprise systems and Aqari platform services.
G. Vendor Coordination

• Coordinate with external vendors on development projects

• Ensure vendor deliverables align with technical and business objectives

• Provide technical oversight and project support
2. Candidate Requirements
Education

• Bachelor’s degree in:
oComputer Engineering, or
oAny related Information Technology discipline (Certificate required)
Experience

• Minimum 10 years of hands-on experience in software and web development

• Minimum 3 years of recent experience with ArcGIS platforms

• Prior hands-on experience delivering IT solutions for government entities

Software Architecture

• Design of scalable architectures

• Software documentation and governance

• Software lifecycle management
Data Management & Integration

• Database administration and dataset development

• Integration with GIS platforms and enterprise data warehouses
3. Bidder (Company) Requirements
Mandatory Eligibility (Pass / Fail)

• Registered local office in Bahrain

• Minimum 7 years of experience in IT development

• Proven experience providing on-site IT development services

• Prior experience serving government entities in Bahrain

• Ability to deploy a dedicated on-site resource during official working hours

• Back-office technical support and escalation mechanisms

• Ability to provide a replacement resource within 5 working days (same or higher qualifications, no cost impact)

• Valid Commercial Registration with activities related to:
oComputer programming
oComputer consultancy
oIT facilities management (or equivalent)

• VAT registration certificate (VAT included in proposal)

• SME classification certificate (if applicable)
4. Contract & Delivery Conditions

• Contract duration: 12 months, extendable by mutual agreement

• Assigned candidate must remain in role for minimum 6 months

• Replacement allowed only under exceptional circumstances

• Replacement must be approved and meet or exceed qualifications

• Candidate to be deployed at least 30 days prior to contract start for knowledge transfer
5. Knowledge Transfer Obligations

• Document all procedures, configurations, and solutions

• Maintain a knowledge base of issues and resolutions

• Provide training materials and sessions

• Ensure smooth service transition at contract end
