Department Overview

The Financial Services Division (FSD) group promotes the Commissioner's administrative policies by managing the financial resources of DOR and ANF IT. The bureau houses the DOR's Deputy Commissioner of Finance/Chief Fiscal Officer who is responsible for developing, coordinating and executing financial policies, procures, and plans. FSD is comprised of the following major units:
Budget, Procurement, Accounts Payable, Payroll, Finance and Reporting, Revenue Accounting, and Office of Tax Analysis.

The Procurement Unit within the Financial Services Division (FSD) is responsible for procuring all goods and services while adhering to all state and federal laws and regulations pertaining to procurements, and complies with 801 CMR 21.00; for the Department of Revenue; and for serving as the designated lead administrative agency for Information Technology (IT) purchases for designated agencies under the Executive Office for Administration and Finance (A&F).

Position

Summary

The Department of Revenue is seeking an experienced and energetic Procurement Analyst to join the Procurement Team within the Financial Services Bureau. The Procurement Analyst primary responsibilities are to perform all encumbering activity, procuring Non-IT and IT related commodities and services, procuring printing of DOR tax forms, envelopes and publications; establishes request for response specifications, contract administration; RFR analysis and award, special procurement projects, analysis of agency procurement methods, and production reports.

The Procurement Analyst must demonstrate expertise in the MMARS system using the Commonwealth's Policies and Procedures as well as the COMMBUYS and CLM system and the ANF-IT Procurement Application that is used with the procurement of IT commodities and services for DOR and ANF agencies as the Lead Agency.

Primary Responsibilities
  • Review requests for the purchase of office and IT supplies and maintenance
  • Obtain information concerning availability and appropriateness of products
  • Provide technical assistance and advice to DOR personnel and others
  • Prepare written documentation describing goods to be provided and maintain records
  • Assist with procurement of IT commodities and services for all designated agencies under the Executive Office for Administration and Finance (A&F) Secretariat
Preferred Qualifications
  • Knowledge of the Procurement and Finance laws, rules, regulations, policies, procedures, specifications, standards and guidelines governing assigned unit activities
  • Knowledge of securing proper encumbrance documents accurately
  • Knowledge of state procurement and accounting procedures including terminology
  • Ability to use the Massachusetts Management & Accounting Reports System (MMARS)
  • Ability to use the Commonwealths Purchasing System COMMBUYS and CLM
  • Ability to use an IT Procurement Application for IT purchases for the designated EOANF agencies
  • Ability to exercise sound judgement
  • Ability to establish professional working relationships with others
  • Ability to communicate effectively, professionally, informatively, courteously and include as much detail as possible in both written and oral expression
  • Ability to solve problems and devise techniques for accomplishing work objectives where few procedures or guidelines are available
  • Ability to work independently as well as in a team setting

As part of the Future of Work initiative, the agency has adopted a Hybrid work model. Hybrid work is a mix of in-office and telework. The position will work remotely some days and in-person on other days.

An external candidate recommended for a position with the Department of Revenue will be subjected to a background check that includes checks for: state and federal compliance; child support compliance; education verification;
Massachusetts CORI checks; criminal background checks in state(s) of current and previous residence/employment; validation of eligibility to work in the United States; and the national fingerprint-based criminal background checks.
