Job Description Director of Workforce Strategy & Capability Development Position Summary Herdt Consulting is seeking a strategic workforce leader to architect, scale, and continuously elevate our ERP delivery capability across Federal, Defense, Public Sector, and regulated commercial programs. This role translates complex Statements of Work (SOWs) into structured staffing strategy, aligns proposal commitments to real capability, builds and stretches internal talent to fulfill broader roles, and ensures disciplined capability standards are applied equally to internal staff and external candidates.
This is not a traditional recruiting role. It is a workforce architecture and capability expansion role designed to ensure Herdt scales responsibly while increasing depth, versatility, and strategic maturity across delivery teams. Core Responsibilities
* Workforce Architecture & Proposal Alignment
* Assist in creating alignment with customer hiring managers and procurement team members
* Translate complex ERP SOWs into structured staffing frameworks
* Align labor category (LCAT) requirements with internal skills inventory
* Identify capability gaps early and build mitigation plans prior to submission
* Support proposal teams with skill alignment strategy, resource mapping, clearance-sensitive planning, and rate optimization
* Validate qualifying experience prior to proposal inclusion to protect contract integrity
* Internal Capability Expansion (Stretch Strategy)
* Design structured development paths that expand employee capability beyond current roles
* Broaden functional depth, cross-module awareness, delivery leadership capacity, and client-facing maturity
* Implement stretch assignments tied to certifications, shadowing, co-lead roles, and proposal participation
* Align growth to real pipeline demand rather than abstract training goals Goal :
Increase organizational elasticity so the same workforce can fulfill broader and more strategic roles over time.
* Herdt Skills & Certification Program Support
* Assist to operationalize and evolve the structured Skills & Certification Program
* Be a resource and assist employees align SAP Learning Journeys and certifications to contract demand and pipeline strategy
* External Talent Capability Standards
* Apply disciplined evaluation frameworks to external candidates
* Validate true functional depth, delivery maturity, and compliance alignment
* Protect contract integrity and win probability through structured qualification processes
* Growth & Revenue Enablement
* Partner with account leads to scale seat volume responsibly
* Support rate optimization and account expansion
* Build repeatable infrastructure that increases delivery readiness and audit protection Required Experience & Core Competencies
* ERP modernization workforce strategy experience
* Clearance-sensitive staffing knowledge (Public Trust through Secret preferred)
* Familiarity with federal LCAT requirements
* Experience translating complex SOWs into staffing frameworks
* Executive stakeholder engagement capability
* Structured intake and qualification frameworks
* Revenue scaling through disciplined workforce expansion
* Strong compliance and risk mitigation orientation
* AI-enabled or data-informed recruiting infrastructure familiarity (preferred) Behavioral Expectations
