This hybrid-working role is contractually based in Chelmsford. You will work from the Chelmsford office 2-3 days per month, and across our operational area on other days, depending on business need. This opportunity is offered as a fixed-term contract or secondment to end 31st March 2028. Essex County Council (ECC) is committed to tackling climate change by changing how we work, produce, consume and travel, to reduce carbon emissions, air pollution and waste in the County.
In Essex, domestic housing accounts for about one third of total greenhouse gas emissions. The Domestic Energy Efficiency Programme Officer will help develop, scale up and deliver ECC’s Climate Action ambitions for the existing domestic housing sector, working across ECC to respond to opportunities from the Government’s Warm Homes Plan. The role includes working with our delivery partner to meet commitments in our Warm Homes:
Local Grant scheme and developing an action plan to scale up investment in domestic retrofits across Essex and lift families out of fuel poverty.
- Lead and deliver ECC’s grant funding agreement for Warm Homes:
Local Grant and explore opportunities for all Essex homeowners to access retrofit and energy efficiency measures. - Develop and implement an action plan to scale up investment in domestic retrofits across Essex; align with the Government’s Warm Homes Plan.
- Profile the market for home decarbonisation and resilience in Essex, drawing on the Local Area Energy Plan and existing community energy networks; develop a funding strategy for rapid demonstration projects.
- Collaborate with partners to develop retrofit services in Essex through innovation and scale deployment.
- Build strong partnerships with stakeholders in the public and private sectors to deliver an ambitious action plan aligned with the Essex Climate Action Commission and Council climate ambitions.
- Monitor market trends, regulatory developments and local government activity to identify opportunities that align with and accelerate energy efficiency in homes; draw on best practice from across the UK to inform ECC’s action plan.
- Prepare business cases, briefings, Cabinet Member Actions and Key Decision papers as required.
- Work within the performance management framework with targets and objectives defined annually.
- Educated to RQF level 6 (Bachelor’s) in a relevant environmental subject or equivalent by experience.
- Evidence of continuing professional development and expert knowledge (e.g., IEMA member).
- Proven ability to access and deliver funding bids, preferably in domestic housing retrofit and fuel poverty initiatives.
- Experience delivering domestic energy efficiency retrofit programmes; ability to develop strategies and work with multiple stakeholders to deliver them.
- Experience with Green Finance and knowledge of financing energy-efficient buildings and retrofit incentives is desirable.
- Strong numerical and analytical abilities with the ability to present insights clearly to drive action.
- Understanding of public sector business practices and procurement processes.
- Resilience, teamwork, and the ability to work on your own initiative; prioritisation and effective time management.
- Experience engaging and presenting to residents at outreach events, community groups, third sector organisations and business-to-business events; some travel around the county is expected.
