We are looking for an Information Governance Manager to join the Democracy and Transparency Team, overseeing the delivery of effective and high-quality information governance. This role will have responsibility for information rights and Information Governance Service (IGS).

The role is integral to the successful management of information governance and rights, ensuring the Council remains compliant under the relevant legislation and the successful postholder will be required to provide expert legislative guidance and advice to officers across the Council, including the Senior Information Risk Owner and the Data Protection Officer, partners, providers and other stakeholders.

The ability to be diplomatic and understand the context of the situation is crucial to success, along with strong leadership and team building skills.

Responsibilities
  • Responsible for providing expert Information Governance advice and guidance to officers, schools, partners and others on the current data protection and information legislation.
  • Responsible for leading and co-ordinating project work requiring key stakeholder engagement, to ensure the Council's approach to data protection, transparency and openness are consistent with best practice.
  • Contributes to business planning, delivery of objectives, performance to team and individuals.
  • Demonstrates strong management skills with the ability to focus on resolving complex problems, leading a highly performing and motivated team and achievement of objectives.
  • Creates, develops and maintains an Information Governance framework for the Council to ensure compliance with all regulations and legislation including, the General Data Protection Regulation 2016, Data Protection Act 2018 (DPA), the Freedom of Information Act 2000, The Computer Misuse Act 1990, Environmental Information Regulations 2004 and the Re-use of Public Sector Information Regulations 2005.
  • Leads the development and implementation of council wide plans, in response to legislative changes, implementing these changes to ensure the Council remains compliant with the General Data Protection Regulation/ DPA.
  • Responsible for the oversight and maintenance of information required to be published or maintained to comply with legislation, so that the Council is fully compliant with all data protection legislation.
  • Maintaining proportionate and efficient systems and processes to maintain controls and effectively comply with legislation and manage risks, in a proportionate way which allows other services to perform efficiently in a lawful way.
  • Responsible for managing the Council's relationship with the ICO, including the preparation of materials in respect of data breaches and decision notices.
About You
  • Educated to RQF level 6 (Bachelor's degree) or equivalent by experience. Completion of relevant professional qualifications is highly desirable.
  • Evidence of continuing professional development and expert knowledge in Information Governance and Transparency.
  • Proficient experience of working within an information governance, data protection, information rights environment.
  • Proficient experience of managing a team including leading, motivating, engaging and managing resources to provide high quality customer service.
  • Excellent interpersonal skills, particularly oral and written communications skills, presentation of text and other materials to the highest of standards and attention to detail.
  • Excellent ICT skills and good working knowledge of Microsoft is essential. Knowledge of the NHS Data Security and Protection Toolkit is desirable.
