Overview
The Head Start Director will lead the Head Start Oversight Team. This position requires a strategic leader responsible for the comprehensive administration of a multi-site/ multi-partner Head Start and Early Head Start program. The Head Start Director is responsible for the coordination of all delegate agencies to ensure compliance with federal, state, and local regulations. Additionally, the Head Start Director supports delegate agencies with establishing and maintaining high standards of quality, operational excellence, and community impact.
This role is pivotal in establishing success and shaping the future direction of the program.
- Develop monthly reports for the Policy Council and UWGC Board of Directors, and its advisory committees, in accordance with Head Start regulations.
- Submit required documents (grants, reports, assessments, data) to Governing Body and Policy Council for review and approval.
- Ensure Governing Body and Policy Council composition meets Head Start Act requirements.
- Ensure Governing Body and Policy Council are aware of communications from the Secretary (HHS).
- Provide required annual Head Start training to the Governing Body and Policy Council.
- Collect, analyze and use data, in coordination with delegate agencies and community partners, to establish goals, determine progress, and develop program plans.
- Facilitate annual self-assessment; utilize results to inform program planning.
- Collaborate with Policy Council to develop, review, and update selection criteria annually.
- Review and provide oversight of recruitment planning efforts and support coordination efforts with community resources.
- Monitor enrollment levels and report monthly enrollment in HSES.
- Monitor monthly attendance for reporting. Coordinate with delegate agencies when attendance rates fall below 85%. Ensure attendance follow-up procedures are followed.
- Coordinate with delegate agencies and other community partners to ensure children and families at risk of suspension or expulsion have access to needed resources and support.
- Use community and self-assessment data to determine whether changes in program structure are necessary, in coordination with Governing Body and Policy Council.
- Request changes in program structure, service area, or changes in scope to OHS via grant application process in HSES.
- Provide oversight of delegate agencies to ensure required ratios, group size, service duration, and other operational requirements are being met.
- Provide oversight, in coordination with the Head Start Oversight team, to ensure comprehensive services are provided by delegate agencies in accordance with federal regulations.
- Review and report on child assessment data at least three times per year.
- Establish and determine progress toward school readiness goals. Report on progress at least three times per year to the Governing Body and Policy Council. Publish results in annual report.
- Provide updates in annual grant applications related to progress, challenges, and changes to programming.
- Ensure necessary data for management and oversight are entered in GoEngage for the annual Program Information Report (PIR).
- Support coordination of services across delegate agencies and community partners to ensure children and families have access to affordable health services.
- Ensure delegate agencies are compliant with safety practices, especially background checks, annual health and safety training, standards of conduct, and child health and safety.
- Ensure all partner agencies have written policies for child health and safety, including but not limited to, reporting child abuse and neglect, providing adequate and appropriate supervision of children, and ensuring children are released to authorized adults.
- Coordinate with delegate agencies to ensure disaster preparedness plans and COVID-19 mitigation plans are in place.
- Provide oversight of preventative maintenance plan for playground equipment and classroom furniture.
- Ensure Health and Safety Screener is completed twice per year.
- Ensure child health and safety issues are addressed immediately and reported as required.
- Coordinate with delegate agencies to review progress toward family goals at least three times a year. Report progress to governing bodies and publish in the annual report.
- Provide ongoing oversight of delegate agencies.
- In coordination with UWGC HR Director, ensure personnel policies and procedures adhere to HSPPS requirements.
- Provide oversight to ensure all Human Resources requirements are met, including tracking background check clearance, professional development, and staff qualifications.
- Ensure delegate agencies are meeting the training requirements including coaching, individualized professional development plan, curriculum, positive guidance, and safety practices. Maintain documentation of training for monitoring review.
