Talent Manager, HR Manager
JOB OVERVIEW
Provide services and support as a Staffing Augmentation and Recruiting Services (Senior Level Payroll Specialist) in the Government And Public Services Industry Sector focusing on Human Capital Solutions for clients such as City of Charlotte (COC) | Charlotte Cooperative Purchasing Alliance (CCPA). Generally Located In CONUS - Charlotte, NC and across the Mid Atlantic Region (Of Country/World).
RESPONSIBILITIES- Develop and execute HR strategies aligned with city objectives.
- Oversee all HR divisions: recruitment, benefits, labor relations, training.
- Manage HR budget and staffing levels.
- Serve as chief advisor on employment policies to senior leadership.
- Represent the organization in labor negotiations.
- Bachelor’s degree in HR, business, or public administration;
Master’s preferred. - 10+ years HR experience, with 5+ in executive leadership.
- Extensive HR leadership experience in large organizations.
- Negotiation, policy development, strategic workforce planning.
- Visionary leadership, political savvy, fiscal management.
- Communication – ability to effectively communicate to stakeholders of all levels orally and in writing.
- Teamwork and collaboration; ability to lead projects and initiatives.
- Leads diversity, equity, and inclusion strategy.
- Oversees crisis HR response in emergencies.
- Works closely with legal and compliance offices.
- Security Clearance is a preferred asset for engagements in the Federal Marketplace.
