The Charlotte‑Mecklenburg Emergency Management Office (CMEMO) operates as a quasi‑independent agency under the authority of North Carolina General Statute 166‑A. The Emergency Management Planner focuses on one or more portions of CMEMO’s comprehensive emergency management program, working across all four phases—mitigation, planning, response, and recovery. The role coordinates with the City of Charlotte, Mecklenburg County, and six additional municipalities, as well as local, state, and federal agencies.
This position is funded by the Charlotte Urban Area Security Initiative (UASI) grant and is guaranteed for three (3) years. Continuation beyond the guaranteed period depends on funding availability through UASI.
Major Duties and Responsibilities- Coordinate CMEMO programs and initiatives, develop and maintain emergency management plans, policies, procedures, and training.
- Serve as a key member of the Charlotte‑Mecklenburg Emergency Operations Center and represent CMEMO with the seven local governments of Mecklenburg County.
- Collaborate with CMEMO staff and external partners to ensure all agencies are properly trained and equipped.
- Design, coordinate, and facilitate exercise scenarios including Table‑Top Exercises, Functional and Full‑Scale exercises, After‑Action Reports, and Improvement Plans following FEMA HSEEP guidelines.
- Shuttle on a rotating on‑call schedule (non‑traditional hours) and maintain continuous communication during emergencies.
- Assist CMEMO leadership and Fire Department command staff with administrative duties.
- Support grant applications, resource requirements, and purchasing activities.
- Support the Fixed Nuclear Facility (FNF) and Radiological Emergency Preparedness (REP) program initiatives.
- Conduct training on natural and technological hazards with partner agencies.
- Act as liaison on federal regulations (FEMA CPG 101, CGC 1 & 2, etc.) and state statutes.
- Lead task forces and working groups as assigned.
- Collaborate with partners to develop, maintain, and exercise emergency plans.
- Perform other CMEMO program activities as directed.
Considerable knowledge and experience concerning all aspects of emergency management within an inter‑governmental framework:
- Knowledge of resources available for emergency management plans and programs.
- Effective verbal and written communication, including public speaking on emergency topics.
- Ability to establish and maintain relationships with public and private agencies.
- Proficiency with Microsoft Office, Everbridge Notifications, and WebEOC applications.
Physical requirements include maintaining conditions for sitting, standing, climbing, or walking for extended periods. Light to moderate lifting and carrying, and occasional crouching, stooping, and pushing are required. Adequate vision, hearing, and speech are necessary.
Sensory Requirements- Concentration and attentive use of visual, audio, and other senses for proofreading, data entry, and tabulating data.
