** Description of Work
** RECRUITMENT RANGE: $109,171 - $180,966 The purpose of this position is to assist the Transportation Mobility and Safety Division Director in directing statewide roadway safety, engineering standards, crash analysis, signing and marking programs, and behavior-based safety initiatives. The position provides leadership for the Traffic Safety Unit (including Traffic Survey), the Signing & Delineation Unit, and the Governor’s Highway Safety Program.
This role ensures that safety programs, engineering standards, crash-reduction strategies, and federally supported behavioral safety grants are delivered consistently and effectively to reduce fatalities and serious injuries on the State Highway System. This position oversees all functions provided by the assigned units’ staff, manages administrative budget, approves strategic plans and business plans of the safety units, approves staff allocations, is responsible for the performance and quality assurance, and leads legislative and regulatory initiatives.
The incumbent must have the ability to establish and maintain effective working relationships with other employees, particularly the heads of organizational units that are likely to be impacted by the activities or actions of this Group. Extremely important are the communication skills required to communicate effectively both orally and in writing with:
• Other engineering managers and professionals, both internally and externally (Department Unit Heads, Division Directors, Senior Management staff, etc.).
• The Division of Motor Vehicles.
• Local government, transportation, and local law enforcement officials.
• Elected officials at various levels of government:
• Planners at all levels of government, specifically those associated with Municipal Planning Organizations (MPOs) and Rural Planning Organizations (RPOs)
• The Attorney General's Office and other legal professionals outside the Department of Transportation.
• The State Highway Patrol and other members of the law enforcement community.
• The Highway Safety Research Center and other members of the research community at North Carolina State University, the University of North Carolina at Charlotte, other universities, and the Institute of Transportation Research and Education.

** Salary Grade and Salary Range: NC27 and $113,396 - $255,140
** Management prefers applicants with the following:
*** Considerable knowledge of roadway safety engineering, crash analysis, MUTCD standards, traffic control devices, and safety program administration, along with federal and state regulations governing safety, signing, data programs, and traffic engineering practices.
* Demonstrated ability to develop, evaluate, coordinate and implement statewide safety strategies and engineering standards across the Department and with external agencies.
* Demonstrated ability to oversee budgets, federal grants, consultant work, and internal resource allocation while supervising diverse program areas including engineering, data analysis, and behavioral safety.
* Skill in policy development, program planning, and long-range strategic safety direction
* Skill in communication, both orally and in writing, for representing the Division on technical, policy, and legislative matters.
