Alternate Delivery Highway Director - Transportation Sector
STV is seeking an Alternative Delivery Highway Director for our Charlotte/Morrisville, NC Locations. The successful candidate will be responsible for overseeing the planning, execution, and delivery of alternative delivery projects. This role requires a strategic thinker with a proven track record in highway design/production, project management, strong leadership abilities, and excellent communication skills. The ideal candidate will have experience in delivering/managing complex projects, ensuring alignment with organizational goals, and delivering results on time and within budget.
Key Responsibilities- Oversee and implement design/plan production tasks for a team of roadway engineers delivering alternative delivery projects and assist in design bid build delivery when needed.
- Maintain, develop, and establish relationships with design-build partners including contractors and engineering firms; assist in design-build pursuits including strategic pursuit planning, stakeholder outreach, proposal development, and project management execution.
- Develop strategies, including project scope, timelines, resource allocation, and risk management plans to achieve desired outcomes.
- Collaborate with cross-functional teams, including finance, engineering, operations, and external partners, to ensure effective communication and coordination throughout the project lifecycle.
- Establish and track key performance indicators (KPIs) to measure project success, identify areas for improvement, and implement corrective actions as necessary.
- Oversee project budgets and ensure accurate forecasting, expense tracking, and adherence to financial constraints.
- Identify opportunities to enhance program management processes, methodologies, and tools to optimize efficiency and effectiveness.
- Prepare and present regular progress reports to senior management and stakeholders, highlighting achievements, challenges, and solutions.
- Provide guidance and mentorship to junior program managers and team members, fostering a culture of professional development and knowledge sharing.
- Develop and maintain client, stakeholder, and teaming partner relationships.
- Drive business analysis for the growth of new and existing markets and clients.
- Bachelor’s degree in Civil Engineering.
- 8+ years of experience in highway design and plan production in NC with preference to alternative delivery.
- Proven track record of successfully managing complex projects and programs in a fast-paced environment.
- Strong knowledge and experience using Open Roads, Geopak, and similar software.
- Strong knowledge of program management methodologies, tools, and best practices.
- Exceptional leadership, communication, and interpersonal skills, with the ability to influence and engage stakeholders at all levels.
- Proficient in project management software and tools (e.g., Microsoft Project).
- Strong analytical and problem‑solving skills with keen attention to detail.
- Experience in budget management and financial forecasting.
- Ability to work independently and as part of a collaborative team.
- Demonstrated strategic thinking across a multi‑disciplined practice.
- Solid understanding of current and emerging technical trends affecting highway design services.
- Proven track record of developing a culture of safety and compliance with company health and safety policies.
