SummaryTo research best practices about child care resource and referral consumer education and referral (CER) services, including counseling, referrals and awareness of services.
To develop and lead implementation of high‑quality standards, protocols, procedures and practices in CER services for North Carolina.
Duties & Responsibilities- Provide technical assistance, training and support to NC CCR&R agencies in their efforts to provide high quality CER services, including support to NC CCR&R Lead Agencies in guiding their region.
- Gather materials on national research about “best practices” in CER services, including counseling, referrals and awareness of services.
- Work collaboratively with the NC CCR&R Council, Lead Agencies, and the NC Division of Child Development to develop/refine core standards of excellence in the delivery of CER services.
- Implement procedures to assess and ensure the consistency of quality services delivered statewide.
- Facilitate the creation, production, and dissemination of data‑driven measurable performance standards for CER services.
- Create and provide training and technical assistance services specifically designed to help NC CCR&R Lead Agencies guide their regions to meet performance standards.
- Develop and maintain reporting documents and instructions for completing required reports.
- Complete statewide and other data reports as needed.
- Serve as the statewide database administrator for Work Life Systems Child Care Resource and Referral Internet Application in NC and serve on appropriate committees as designated by the NC CCR&R Council.
- Meet regularly with the NC CCR&R Council and other NC CCR&R system staff.
- Practice professional renewal through a variety of means; such as, attending state and regional conferences, participating in professional associations, and remaining abreast of current research and literature.
- Perform additional duties as assigned by the NC CCR&R Council or by CCRI.
- Master’s Degree in Early Childhood Education, Child Development, Human Services Field or equivalent preferred.
- At least 10 years’ experience in the early care and education field including specific experience within the child care resource and referral system.
- Proficiency in the use and applications of Work Life Systems.
- Experience in providing technical assistance and training to adults.
- Excellent oral and written communication skills required.
- Highly developed quantitative ability required.
- Highly developed analytical thinking and problem solving required.
- Valid driver’s license, auto liability coverage and transportation.
- Knowledge of and experience in delivering high-quality consumer education and referral services, preferably in North Carolina.
- Demonstrated competence and experience with computers and database systems, including a standard array of computer applications and systems such as Excel, Word, PowerPoint, email and internet.
- Proficiency in understanding, manipulating and analyzing data.
- Skilled in strategizing and leading cross-functional teams to deliver sustained results and effect change.
- Critical, systemic thinker.
- Ability to establish good and culturally sensitive rapport with colleagues and the public.
- Ability and experience in writing reports, grant proposals and other documents published for wide dissemination.
This is a partially sedentary role; however, some physical requirements during travel and events are required. This would require the ability to lift up to 25 lbs unassisted, bend and stand for long periods of time as necessary.
Work EnvironmentThis job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
