HSE Site Officer
Starting location at Barkley Dam in Grand Rivers, Kentucky
Role contextThe HSE Site Officer starting at Barkley Dam in Grand Rivers, Kentucky is mobilised to one of our construction work sites in the US. The appointee will support our teams in ensuring a safe work environment for all. They will be working as part of a site team consisting of Site Manager, Supervisors, Quality Assurance Specialist and Administrator. The size of the team and the duration of the project assignment varies depending on the project scope.
The role is a mix of site office documentation of the work and, on-the-floor work to ensure full compliance with the HSE Management system.
- Ensures fulfillment of HSE requirements at construction site, following health, safety, and environmental (HSE) plan in compliance with Company standards, customer requirements and Government regulations;
- Supports Site Manager for HSE management and safety instructions implementation for our workers and partners;
- Main local liaison with customer HSE organization and provincial/ state regulatory agencies;
- Prepares weekly and monthly statistics HSE reports;
- Implement and enforce Health & Safety Plan, Risk Assessments and and EM 385-1-1 (as applicable)
- Ensure subcontractor compliance of safety requirements.
- Use and maintain OSHA’s Form 300 to log work-related injuries and post Form 300A on the site safety bulletin board (US Only).
- Provides assistance in the implementation and update of the health, safety, and environmental plan;
- Provides assistance in identification of risks and definition of control measures (through safe work procedure, Job Safety Analysis);
- Carries out and records regular safety checks and safety inspections;
- Provides assistance in Tool-box talks;
- Coordinates safety committee (as applicable);
- Records and investigates accidents and incidents; performs Root Cause Analysis on HSE issues;
- Establish and maintain a corrective action tracking system.
- Coordinates health, safety, and environmental aspects of site activities;
- Maintain a list of hazardous chemicals and their Safety Data Sheets (SDSs).
- Provides introduction training and site specific health, safety, and environmental training;
- Coordinates required safety training on site;
- Coordinates First Aid rescue, First Aid responders and Fire Protection programs (as applicable);
- Proposes immediate correction of a HSE deficiency; checks if HSE corrections from deficiency are effective;
- Ensures OHSAS 18001 and ISO 14001 are maintained at site;
- Support execution of internal audits in construction sites and facilities and coordinate external audits;
- Coordinates with Workers Compensation/ Insurance Broker as required;
- Collaborates with HSE Advisor for business update on HSE Management System.
- Experience working on Hydro power plant construction project, USACE construction projects, with at least 5 years' experience as a Safety Supervisor with updated continued education per the EM 385-1-1.
- Must have experience with government projects.
- Completion of the 30-hour OSHA course. Additional 40 hours of training beyond the 30-hour OSHA course. 8 hours of continued education per year for a total of 5 years.
- OSHA 510, 500 and BCSP CHST, ASP or CSP desired but not mandatory.
