The West Virginia Department of Tourism’s Finance section seeks a Fairs & Festivals Grant Coordinator to assist on the Grants team with processing and overseeing legislatively-directed grants. This individual would serve in the role of a Grants Management Specialist 1 in assisting with grants and accounting-related functions. While the primary duties will relate to fairs & festivals grants, this position will also support the Grants team and will involve work on a variety of other grants under the Department of Tourism’s purview.

The position reports to Tourism's Grants Supervisor and would be located in the Culture Center in Charleston.

The successful candidate will have experience in accounting with a willingness to work in a fast-paced environment. Grant experience is not required but highly preferred. Preference will be given to candidates with an associate’s degree or further education.

This position is located at the Capitol Complex in Charleston and works full-time, regular business hours. It has competitive pay and benefits.
Remote work is not permitted. Limited travel required.

Knowledge,

Skills and Abilities

Required
  • Knowledge of generally accepted accounting theories, principles, methods, practices and terminology.
  • Knowledge of state and federal grant procedures and reports.
  • Knowledge of the fundamentals of budgeting and accounting as applied to public administration.
  • Knowledge of procedures for initiation, development, accomplishment and evaluation of public programs or services.
  • Knowledge of business procedures.
  • Knowledge of statistical survey methodology.
  • Skill in oral and written communications.
  • Ability to define problems, collect data, establish facts and draw valid conclusions.

Sample Duties
  • Coordinates or facilitates grant funding programs for projects, primarily relating to fairs, festivals and other legislatively-directed grants.
  • Reviews financials and documents, and assists grantees with the preparation of grant applications and revisions and amendments thereto, and applications for grant assistance.
  • May attend and assist with pre-grant management meetings, as needed.
  • Monitors grantees for compliance with applicable guidelines and regulations; audits financial records for proper expenditures; monitors programs to ensure that appropriate target groups are served; writes reports documenting events for the case file and supervisor.
  • Manages grants or assists grant applicants by making regular contact with grantees by telephone, email correspondence and in person to provide information and technical assistance; reviews monthly fiscal and progress reports; maintains files.
