Overview

Employee will be assigned to the Division of Mining and Reclamation's Logan Permitting Section, covering Boone, Kanawha, Lincoln, Logan, Mingo, Putnam, and Wayne counties. The employee will perform professional engineering work at the supervisory level, providing a wide variety of complex engineering services.

Responsibilities
  • Reviewing and supervising all technical engineering aspects and the processing of surface mining and underground mining applications to ensure that facilities are designed and operated in accordance with applicable state and federal surface mining regulations, as well as sound engineering practices.
  • Reviewing plans and designs for the construction of roads, dams, and sediment structures, and assessing engineering plans and applications to evaluate the environmental impact of proposed mining activities.
  • Composing reports detailing recommendations, conclusions, and findings.
  • Conducting annual inspections of impoundments as required by the Dam Control Act.
  • Preparing a variety of reports and correspondence and updating computer data files on a regular basis.
  • Directing, reviewing, and approving the activities of additional staff engineer(s) and serving as a resource for training and guidance.
  • Reviewing data analysis to determine the accuracy of subordinates’ work.
  • Conducting field inspections, which may require walking over rugged terrain and in inclement weather.
  • Attending meetings and hearings to observe or attest to the findings of environmental impact assessments.
  • Attending state and national meetings and seminars to gain and share engineering knowledge.
  • Reviewing lower-level engineering work, as assigned.
  • Performing in a supervisory or lead worker role.
  • Performing other duties as required and/or assigned.
Notes
  • Regular attendance is an essential part of this position.
  • Qualifying applicants will be required to complete an internet‑based profile assessment to compare the applicant's thinking and reasoning skills, behavioral traits and the occupational interests against the traits determined to be important to the posted position.
  • The recommended candidate will be subject to a search of his or her Motor Vehicle Record (MVR) prior to being hired and annually thereafter.
  • All new employees that are involved with Specific DEP programs subject to the Surface Mining Control and Reclamation Act (SMRCA) of 1977 must file prior to final appointment and annually thereafter, a Statement of Employment and Financial Interest (OSM 23).
Minimum Qualifications

Training: Current Professional Engineer (PE) license issued by the West Virginia State Board of Registration for Professional Engineers.

Experience: Eight (8) years of full‑time or equivalent part‑time paid experience as a licensed Professional Engineer in a responsible capacity in charge of engineering projects.

Note: The experience must have been acquired after the bachelor’s degree but may have occurred before or after registration as a professional engineer.
