Position: Transportation Engineer Senior - Kanawha County

Transportation Engineer Senior – Assistant Director of the Materials Control, Soils and Testing (MCS&T) Division in Charleston, WV. The incumbent will oversee engineering and non‑engineering activities, supervise key sections (Metals, Environmental & Coatings, Certification & Control, Lab Support, and Specifications, Publications & Traffic Certification), and act as a lead worker in highway planning, design, construction, maintenance and operation.

Nature of Work

The role requires advanced engineering work within a policy framework, independently making engineering decisions and contributing to strategic objectives. The position may function as Assistant Engineering Director, Assistant District Engineer, or Regional Engineer.

Typical Duties and Responsibilities
  • Supervises section activities and personnel in engineering and non‑engineering areas.
  • Visits projects and makes on‑site engineering decisions.
  • Trains and evaluates personnel to ensure quality work.
  • Plans, schedules, and coordinates activities of subordinate personnel.
  • Reviews ongoing work at major decision points concerning problems or alternatives.
  • Investigates and responds to citizen complaints or requests.
  • Represents the Department at internal and external meetings.
  • Serves as a senior level expert with publications, presentations, and professional memberships in transportation engineering or related fields (e.g., concrete, steel, bituminous materials, environmental measurements, geotechnical evaluations, instrumental analysis, computer application, structural analysis, electronics, metallography, corrosion, welding, mathematical analysis, transportation systems analysis, route location, project evaluation, transportation planning, design, pavement, hydraulics).
  • Travel may be required; a valid driver’s license is required.
Skills and Knowledge
  • Knowledge of civil engineering principles, methods, and practices, including registration as a professional engineer.
  • Knowledge of laws, policies and regulations governing the area of assignment.
  • Knowledge and understanding of internal policies, procedures and practices of the Department.
  • Knowledge of accumulated findings in the area of assignment.
  • Knowledge of engineering research techniques.
  • Ability to supervise and plan, organize, direct, and coordinate professional engineering staff.
  • Ability to establish effective working relationships with districts, divisions, industry, governmental units, public interest groups, and individuals.
  • Ability to communicate effectively orally and in writing.
  • Ability to conduct applied research in a specialized branch of transportation engineering.
  • Ability to write professional quality papers, reports, research studies, and projects.
Minimum Requirements

Required Training/Education

  • Current license as a registered professional engineer in West Virginia.
  • No substitutions.

Required Experience

  • Seven (7) years of full‑time or equivalent part‑time paid highway engineering experience involving design, construction, or maintenance of highways.
  • Substitution #1:
    Master’s degree in civil engineering from a regionally accredited college or university may be substituted for two (2) years of the required experience. Submit transcript or diploma with the application.
  • Substitution #2:
    Non‑highway engineering experience may be substituted for the professional highway experience at a rate of two (2) years of general experience for one (1) year of highway‑related experience.

Note:

Experience must have been acquired after obtaining the bachelor’s degree but may have occurred before or after registration as a professional engineer.
