Division: Hope Scholarship

Reports To: Executive Director of Hope Scholarship Operations

Salary: $45,000 - $55,000; salary commensurate with training and experience. Full-time employees of the West Virginia State Treasurer’s Office (WVSTO) are eligible for Public Employee Insurance Agency benefits and a number of other benefits available to state employees.

Nature of Work

Under general supervision, this position specializes in program operations impacting Individualized Instructional Plan (IIP) students participating in the Hope Scholarship Program. The position serves as the primary point of contact for IIP parents/guardians with questions regarding the allowable usage of Hope Scholarship funds.

Job Duties
  • Delivers excellent customer service when responding to inquiries from Hope IIP participants regarding usage of their Hope Scholarship funds.
  • Researches and responds to incoming Hope IIP related mail, email, telephone or walk-in inquiries.
  • Reviews qualified expense request form submissions from Hope participants, recommends determinations for each request, and communicates final determinations to participants.
  • Assists with research for reimbursement appeals and reimbursement requests escalated by the Program Manager for review by the STO.
  • Assists with allowability determinations for Theo Pay order escalations by the Program Manager as well as Theo Pay returns and refunds, as needed.
  • Prepares content for the Hope Scholarship Newsletter as well as updated content for the Hope Scholarship website.
  • Presents information about Hope Scholarship to groups as requested.
  • Represents the Program at local and national conferences and meetings. Single-day travel is required as well as occasional overnight stays.
  • Serves as a back-up for the Hope Scholarship Education Service Provider Coordinators and Family Outreach Coordinators.
  • Other responsibilities as assigned by the Assistant Treasurer or Executive Director of Hope Scholarship Operations.
Qualifications

Bachelor's degree from a four-year college or university required; two to four years of related experience and/or training; or equivalent combination of education and experience. Experience related to homeschool education is strongly preferred.

Required Knowledge, Skills, and Abilities
  • Ability to communicate effectively, both orally and in writing.
  • Ability to organize and present information in a clear, concise, and appealing format.
  • Ability to speak effectively before civic groups, business groups, and related associates.
  • Knowledge of the Microsoft Office Suite and in-house designed systems.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.
  • Ability to work cooperatively and courteously with others.
  • Temperament to communicate with a variety of personalities in a tactful, pleasant, and professional manner.
  • Thoroughness and careful attention to detail.
