SALARY:
Pursuant to WV Code 18A-4-2, in accordance with Kanawha County Schools Admistration Salary Schedule, commensurate with experience and education level.

EVALUATION: Performance in this position will be evaluated by the Executive Director Facilities Management and in accordance with WV State Code 18A-2-12, WV State Board Policy 5310, and KCSBOE Policy Performance Evaluation of School Personnel - Administrative Procedures.

JOB SUMMARY: Coordinates the construction of schools and other facilities owned by the Kanawha County Board of Education. Assists the Executive Director as required to prepare detailed cost estimates of all projects and to make recommendations for the efficient use of facilities and funding available for projects. Assists Coordinators and Construction Specialists in the job function as professional building construction project superintendent/manager, completing or overseeing a variety of assignments related to the construction, remodeling and maintenance of buildings and facilities.

To manage all aspects of Kanawha County Schools facilities pertaining to the physical plant, also to represent the Board of Education as "owner" for construction projects. To provide architectural services as required for all construction projects including scope development, estimating, programming, schematic design, design development, construction documents and specifications, bidding, evaluation, and construction phases.

The employee performs a full range of professional building construction project assignments in a full-functioning capacity. Considerable independent judgment is used to make decisions in carrying out assignments that have significant impact on services or programs. Guidelines may be available, but require adaptation or interpretation to determine appropriate courses of action.

  • Assists in the supervision of projects under the Facilities Planning Office and being performed by the Operations Division or by outside contractors, Coordinators and Secretary.
  • Makes field inspections of building projects under construction to determine compliance with plans, specifications, applicable codes, and appropriate construction practice.
  • Reviews plans, specifications, construction cost data, and other contract documents to understand scope of work.
  • Develops and coordinate job and master schedules to allow efficient manpower resources.
  • Monitors construction to make sure that work is being completed according to schedule.
  • Recommends action, as necessary, to bring about adherence to schedule.
  • Verifies that all necessary inspections, approvals, and certifications by appropriate agencies have been completed.
  • Attends meetings with parties to the project concerning project requirements, job conditions, progress, work quality, disputes, allocation of funds, and other problems.
  • Researches and advises on changes in methods and material.
  • Investigates documentation on change orders and recommends action.
  • Maintains records and prepares reports and correspondence related to the work, including project updates, schedules, and budget tracking utilizing AIA documents and industry standards.
  • Consults and assists architects, engineers, owners, and state and federal agencies in the enforcement and interpretation of prevailing codes, rules, and regulations as they apply in design, construction, and operation of regulated facilities.
