Position: Accountant/Auditor 3 - DHS - Division of Administrative Services - Kanawha Co.

1 Vacancy

Overview

Operating under general supervision at the full-performance level, this position is primarily responsible for the financial administration of assigned federal and state grants within the Division of Administrative Services. The core focus involves the monthly review, validation, and authorization of fund distributions to sub‑grantees. The administrator collaborates with criminal justice program specialists to proactively resolve any issues or deficiencies, serves as a backup for executing grant fund withdrawals and deposits, assists in onboarding and training new accounting staff, and performs other related duties as assigned.

Key Responsibilities

Monthly review, validation, and authorization of fund distributions to sub‑grantees; collaboration with criminal justice program specialists; act as backup for grant fund withdrawals and deposits; support onboarding and training; perform additional duties as assigned.

Qualifications

Strong working knowledge of governmental accounting principles and related auditing standards; exceptional organizational and multi‑tasking skills; effective communication with internal staff, outside agencies, and the public; strict confidentiality around sub‑grantee grant information and personally identifiable information (PII); valid driver’s license; subject to comprehensive criminal history check and related background investigation.

Technical Proficiency

Skilled in Microsoft Office and Google applications; able to navigate, enter, and retrieve financial data within the WV Oasis system.

Training & Experience

Training: Bachelor’s degree from an accredited college or university with at least 24 semester hours in accounting.

Experience: Two (2) years of full‑time or equivalent part‑time paid experience in professional accounting, statutory accounting or auditing work.

Substitutions:

  • Master’s degree in accounting may substitute for the required experience.
  • Certification or registration as a Public Accountant in West Virginia may substitute for the training and required experience.

Additional

Note:

An additional one (1) year of experience in accounting, auditing, bookkeeping and/or finance may substitute for the required accounting semester hours at the rate of one (1) year of experience for every thirty (30) semester hours.

Preference: Candidates with a Bachelor's degree in Accounting will receive preference.
