Overview

SAIC, a leading provider of systems development and deployment, targeting and intelligence analysis, systems engineering and integration, and training capabilities and solutions for the Intelligence Community, is seeking a Federal Laboratory Systems Engineer to provide systems engineering and technical advisory (SETA) services to a United States government customer. The Fed Labs SETA will support the government’s requirement to build a technology transfer infrastructure for a Fed Lab described as a "front door" for a U.S. Government agency.

The Fed Lab promotes collaborative opportunities with innovation partners including industry, academia, and other non‑federal entities who submit white papers, concept proposals, and initiatives. These submissions often lead to the development of partnership mechanisms such as Cooperative Research and Development Agreements (CRADA) and Partnership Intermediary Agreements (PIA).

Key Responsibilities
  • Work across government customer offices to develop and manage a sharing infrastructure to support existing Ways of Working processes.
  • Document technology transfer opportunities.
  • Share the opportunities with the government/contractor workforce in support of customer programs.
  • Track pitches, programs, and transitions consistent with the Ways of Working.
  • Deliver digital resources via Confluence, SharePoint, and the agency public website that explain the Fed Lab mission and collaboration opportunities.
  • Deliver an exquisite Fed Lab management ecosystem to cultivate strong relationships and partnerships with new and existing stakeholders.
  • Develop open collaboration platforms (digital and in‑person).
  • Create robust informational documents for sharing at public events.
  • Develop, deliver, and document effective training for new and existing stakeholders.
  • Create effective workflows for project lifecycle management.
  • Coordinate with the Office of Public Affairs (OPA) to develop a Federal Laboratory website and monitor it for new and existing partners’ submissions (e.g., white papers, proposals, and initiatives).
  • Track submissions through the customer Ways of Working process while maintaining effective feedback loops with submitters.
  • Collaborate with technology transition and transfer offices across Government, Intelligence Community (IC), Other Government Agencies (OGA), and the Federal Laboratory Consortium to discover and share best practices, assess strategies, and suggest/implement changes.
Qualifications
  • Active TS/SCI with CI Poly.
  • BS degree with 8 years of relevant experience.
  • Effective interpersonal skills and strong briefing and writing skills.
  • Strong working knowledge of MS Office applications.
Desired Qualifications
  • BS degree in Science, Technology, Engineering, or Math (STEM).
  • Strong quantitative and qualitative analytical skills.
  • Current Confluence and SharePoint development experience.
  • Prior Patents and Intellectual Property (IP) experience.
  • Prior Partnership Intermediary Agreement (PIA) experience.
  • Prior Cooperative Research and Development Agreement (CRADA) experience.
  • Prior business analyst and consulting experience.
  • Prior training development and delivery experience.
  • Prior online training video development experience.
  • Prior professional social media messaging experience.
