Position: Project Engineer - Acquisition Lead with Security Clearance
Responsibilities Noblis ESI is seeking an experienced Project Engineer - Acquisition Lead with a national space enterprise and ground systems acquisition background to support our client on-site in Chantilly, VA.

Job Responsibilities:

* Serve as acquisition support to the government Program Manager (PM) with responsibility for technical knowledge of the assigned teams and programs/projects.
* Provide acquisition guidance, planning, and recommendations related to the integration of National Systems-based capabilities.
* Assist the PM/COTR during development of RFP packages and coordinate completion of technical evaluation of proposals received in response to the RFPs, Task Orders, BAAs, and Other Transactions.
* Will support Agile-based program management.
* Support the PM in multiple areas at the systems, mission, and enterprise levels; with program management; acquisition support; analytic support and analysis; and budgetary practices.
* Serve as technical expert in their assigned area.
* Other responsibilities include administrative and technical support to the Government leadership team, internal cross coordination, external mission partners, and other DoD/IC customers.

Required Qualifications
* Active Top Secret/SCI clearance with Counterintelligence (CI) Polygraph.
* US Citizenship is required.
* Bachelor's degree and 10 years of experience OR Master's degree and 8 years of experience OR Associates degree and 13 years OR High School diploma and 16 years of experience.
* Experience leading acquisition projects, from acquisition strategy definition through contract award and execution, with emphasis on Government acquisition in DoD or IC environments.
* Minimum of 10 years of acquisition management experience, including team leadership.
* Background/knowledge in National space and ground systems.
* Familiarity with project management; monitoring developer cost, schedule, and performance; and program office processes, techniques, and documentation.
* Familiarity with different contract types (e.g., competition, sole source, IDIQ/TOs, Other Transactions, or Broad Agency Announcements).
* Ability to facilitate commonality within the enterprise by acquiring a multi-INT, multi-sensor, and multi-nodal processing capability.
* Ability to problem solve in a rapidly changing environment and interface with the customer daily.
* Track and respond to office tasking, build, and present program briefings, and update project schedules and calendars. Desired Qualifications
* Familiarity with NRO and DoD national and tactical space architectures.
* Knowledge of electro-optical, RADAR, SIGINT, Communications, Mission Management, and Mission processing systems supporting a space and ground architecture.
* Working knowledge of SAFe Agile or similar Agile processes, and experience with JIRA and Confluence tools.
* Certified in one or more of the following: INCOSE (or DAWIA equivalent), OMG Systems Modeler, Agile, Project Management, MBSE.
* Ability to travel.
