Proposal Manager

Duties and Responsibilities
  • Collaborate with Business Development/Capture Manager to develop cohesive proposal themes and potential discriminators during capture development.
  • Analyze RFP requirements, determine proposal strategy, and develop a proposal plan.
  • Develop a compliance matrix, initiate a proposal preparation/review schedule, and drive teams to meet deadlines and deliver high‑quality proposals.
  • Lead the proposal team, including subject matter experts, writers, and graphic designers, to create compelling proposals that meet customer needs.
  • Lead proposal kickoff meetings, run tag‑ups, coordinate data calls to subcontractors, coordinate graphic development, and prepare proposal volumes for color team reviews.
  • Incorporate feedback from reviews and solve complex proposal challenges using industry best practices.
  • Coordinate with subcontractors to integrate capabilities into the effort.
  • Coordinate past performance and PPQ documentation as required by the solicitation.
  • Review and edit proposal content for compliance with RFP requirements and consistency of messaging.
  • Manage multiple tasks simultaneously to achieve strategic objectives.
  • Evaluate resources (writers, volume leads, functional roles) and recommend additional support as needed.
  • Prepare informational documents for proposal and color review kickoff meetings.
  • Prepare and distribute lessons‑learned surveys, consolidate results, and lead debriefs with functional leads, operations, and management.
  • Coordinate with contracts and legal teams to ensure compliance with FAR and DFARS.
  • Ensure all submission requirements are met, including electronic and hard copy deliverables.
  • Participate in post‑submission activities such as debriefs and lessons‑learned sessions to improve future proposal processes.
Basic Qualifications and Skills Requirements
  • Bachelor’s Degree in business, marketing, communications, science, IT, engineering, or a related field.
  • 9+ years of proposal development experience, ideally as a Proposal Manager for federal contractors.
  • Experience with classified proposals.
  • Expert knowledge of federal proposal best practices, industry standards, FAR, and DFARS.
  • Excellent writing, editing, and communication skills for both technical and non‑technical content.
  • Strong project management skills, able to prioritize and handle multiple proposals simultaneously.
  • Proficiency in Microsoft Office, Adobe Acrobat, SharePoint, and federal proposal development software.
  • Support development of oral presentations or demonstrations.
  • Willingness to flex work schedule to meet proposal objectives.
  • Willingness to work in a SCIF as needed.
  • Solid written and verbal communication skills.
  • Willingness to travel (less than 20%).
Preferred Qualifications and Skills Requirements
  • APMP Certification.
  • Leadership experience guiding junior proposal specialists.
  • Managed large subcontractor teams in a prime contractor role.
  • Experience in intelligence, cyber, IT, or space environments.
Security Clearance Requirements
  • Active TS/SCI clearance.
